Bilbao AS Fabrik Transfer Network, UIA-URBACT Transfer Mechanism, seeks to share the experience of Bilbao in the AS FABRIK project (UIA) with three European cities: Timisoara (RO), Tartu (EE) and Bielsko-Biala (PL), that want to meet the ultimate approaches in the field of the smart specialization in Industry 4.0 and digital economy. AS FABRIK was conceived to increase the competitiveness of the local KIBS sector and prepare them to supply the digital transformation demands of the manufacturing sector (Industry 4.0). An strategic alliance based on knowledge and innovation that aims to improve the local ecosystems of cities, with city businesses, universities, local service providers and entrepreneurs hosted in a tailor-made innovative space.

BEE PATH good practice logic is very simple - bees are the best indicator of healthy environment! BeePathNet-Expanded project will widen the network of “bee-friendly cities” based on BeePathNet project transfer success. BioCanteens Transfer Network is about ensuring the distribution of sustainable school meals in participating cities as a key lever towards the development of an integrated local agri-food approach, protecting both citizens’ health and the environment. The project aims to transfer Mouans-Sartoux’s Good Practice in the field of collective school catering, to other highly committed cities across Europe. Mouans-Sartoux’s Good Practice is based on the daily distribution of meals that are 100% organic and mostly composed of local products, the drastic reduction of food waste thereby fully compensating the higher cost of switching to organic products, and the organisation of dedicated educational activities to raise children’s awareness about sustainable food.

BluAct second wave

The BluAct Network follows the success of the Blue Growth Initiative of the Municipality of Piraeus, an award-winning business plan competition that offers support services to local entrepreneurs in the marine and maritime sector, stimulating innovation and job creation. The BluAct Network aims to inspire the four new partner cities in the Second Wave of the Network to learn from the experience of Piraeus and hold entrepreneurship competitions to support local businesses in the blue economy. Through the approach of setting up local URBACT Support Groups and engaging local stakeholders to support them to organise such a competition, the ultimate goal of the BluAct Network is to stimulate the growth of the blue economy in European cities.

Digi Place is an Action Planning Network that aims to set up an acceleration mechanism to enable cities to catch up the digitalisation opportunities in hard & soft infrastructure. The 2030 Agenda for Sustainable Development and its Sustainable Development Goals, adopted by all United Nations Member States in 2015 as a universal call of action to protect our planet, end poverty and ensure peace and prosperity for all by 2030. "Global Goals for Cities” is a pilot network and strategic partnership aimed at accelerating progress towards achieving the Sustainable Development Goals in 19 cities of the EU, through peer learning and integrated action planning. The partnership is funded through the European Regional Development Fund's URBACT III European Territorial Cooperation program.

Health&Greenspace

How can we improve urban greenspaces in order to promote mental and phsyical health for our communities? Health&Greenspace Action Planning Network links green infrastructure design and management to urban health policies and practices. The project focuses on physical and mental health benefits of urban greenspaces, as well as their role in improving social health and air quality and reducing heat stress in cities. Actions targeted by the network are linked to both physical changes to the urban environment and the promotion of social activities such as community, cultural, education and physical activity programs in green areas.

Internet of Things as a policy instrument for the city change. It encourages the creation of a network of European partners committed to the design of digitalization plans based on Internet of Things (IoT) solutions to increase the quality of life in small and medium sized EU cities. URBACT methodology based on transnational cooperation between cities and engagement of local groups offer to our network of 9 cities the conditions to each develop an Integrated Action Plan that will guide us through a new age of digital transformation.

NEXT AGRI

The NEXT AGRI UIA - URBACT Transfer Mechanism pilot network builds from the experience of Milan. The city decided to set up an urban coalition with a series of partners to scale up this positioning in the peri-urban agricultural industry, setting up a stable growth and creating new jobs and skills. The project is mainly an urban policy experimentation that follows the place-based approach, focusing on new skills for new jobs in peri-urban agriculture. The project area can be defined as an “urban fringe”, representing the transition zone between the consolidated part of the city and the agricultural lands.This project aims at transfer to other 3 cities the processes and strategies implemented to create a favorable environment to develop new opportunities in the food system transformation in the urban and per urban agriculture sector.

Resourceful Cities

RESOURCEFUL CITIES is an URBACT Action Planning Network of ten European cities. This project seeks to develop the next generation of urban resource centres, so they can serve as catalysts of the local circular economy, by adopting a participative and integrated approach. The resource centres strive to promote the positive economic, environmental and social impacts, notably for the circular economy. Thus, the network facilitates waste prevention, reuse, repair and recycling. The centres also work as connection points for citizens, new businesses, researchers and the public sector to co-create new ways to close resource loops at the local level. By bringing together interested actors to work alongside, the goal is to promote the change of values and mindset.

Medium-sized post-industrial cities in Europe seek ways to grow & diversify their economies to compete with the pull of larger hubs. This is even more important in the wake of the COVID-19 pandemic. Barnsley has been committed to growing higher value jobs, particularly within its tech and digital sectors. The Good Practice comprises 2 main pillars: - Enterprising Barnsley, an award-winning business support programme - The Digital Media Centre, a landmark hub for tech business in the town centre which has recently expanded into a second building as Barnsley expands The Seam - Barnsley's Digital Campus.

Larger capital projects in poor neighbourhoods often do not lead to an improvement in the socio-economic situation of the local population. The USE-IT UIA - URBACT Transfer Mechanism pilot network shares a tested approach that directly links the realisation of larger capital projects - here construction of a new hospital - with the improvement of the socio-economic situation of the population based on the existing local community skills, talents and ideas.

VILAWATT

The VILAWATT UIA - URBACT Transfer Mechanism boosts the energy transition process by setting up a public-private-citizen partnership, where citizens and main social actors play a key role. The priority is to increase citizen commitment and sense of belonging to promote a sustainable energy transition process. Main achievements in the Lead Partner city, Viladecans, include: citizens got a saying at the Consortium through the associations linked to it. These associations have been created thanks to Vilawatt’s participatory strategy, as they did not exist before. When it comes to energy supply, Vilawatt pools the demand for energy and provides energy to all association members (100% Certified Renewable Energy) Faster energy retrofitting of private buildings. In addition, three residential buildings (in an underprivileged district) have received 1,4 M€ investment in a process that has been boosted by the city hall, naturally, the neighbours were part of the decision making process of the retrofitting works.

Volunteering Cities +

The transfer network makes use of Volunteerism to approach social exclusion and poverty at the community level. Focus is given to an inter-generational collaboration where different age groups of both volunteers and individuals facing social problems work towards a sustainable evolution of the quality of life within local society. The network aims at structuring the volunteering activity giving validity to a bottom up approach, where volunteers can decide and implement actions.

2nd Chance

The challenge of this Action Planning network is the activation of vacant buildings and building complexes for a sustainable urban development by self-organised groups. In many European cities smaller and larger derelict sites, underused premises, so called “voids” can be found in or near the city centre. These sites often have a negative impact on their surroundings, nevertheless they present a great opportunity: they can be used to complete a compact settlement structure, to provide space for needed functions in the city.

The ACCESS Action Planning Network believes that a more inclusive culture has the ability to facilitate greater understanding of individuals and their lives, increase empathy towards others and develop an appreciation of the diversity of human experience and cultures. Culture plays an important role in finding solutions to the complex issues of today's urban metropolises. Eight European capital cities collaborate on inclusive cultural policies to open up culture to all citizens. The aim is to bring about a real shift in cultural policymaking and as a result ensure access to culture for all citizens.

This Transfer network learned from the good practice of the Riga NGO House, which was opened in 2013, in line with the wishes of residents and civil society actors, to support NGOs and to increase citizen awareness of local affairs and participation in municipality-related activities. Set in a refurbished school building, the NGO House offers resources for NGO capacity building, exchange of information, experience and best practices, networking and leadership training. It promotes society integration, active social inclusion and citizen's participation.

The aim of ActiveCitizens is to rethink the place of the citizen in the local governance by finding a balance between representative democracy and participatory democracy. Led by the City of Agen (France), this Action Planning Network of European small and medium-sized cities, with the same expectations and the similar challenges, will take into account, to do this, new digital tools while integrating the issue of citizens away or not comfortable with digital tools.

The ALT/BAU Transfer Network focuses on alternative strategies in central and historic districts of European cities to activate unused and decaying housing stock resulting from demographic, economic and social change. Based on the experiences from Chemnitz’ URBACT Good Practice “Housing Agency for Shrinking Cities” (Agentur StadtWohnen Chemnitz), the network transfers experiences that proved successful to proactively connect administrations, owners, investors and users to initiate sustainable and resource saving development.

ARRIVAL CITIES

In September 2015, at what was the height of migration flows witnessed in the Europe since the Second World War, this Action Planning network began its activities. As a result of this global flow, one can observe a rapid change in the population structure and interactions between individuals and social groups: cities of migration are places of inclusion and exclusion. In this sense, Arrival Cities took place against a backcloth of rising discrimination and prejudice against immigrants. The network's cities have had to tackle the new and old challenges to ensure the migrants' integration.

BluAct is a Transfer network of 7 European port cities including Piraeus, Mataro, Ostend, Galati, Matosinhos, Burgas and Salerno aiming to share good practices in Blue Economy entrepreneurship. The project follows the success of Piraeus’ Blue Growth Initiative, an entrepreneurship competition that offers incubation services to local businesses boosting innovation and job creation. Through an approach of creating Urbact Local Support Groups and engaging local stakeholders and other interested parties, with the ultimate aim of starting up the blue economy, BluAct aims to deliver far reaching results in the respective partner cities.

The work developed by the cities of this Action Planning network has proven that social innovation is not just a trend, but it could also be qualified as a fundamental change in the management of cities, in the management of impact and in the relations cities uphold and develop with their inhabitants. Some would describe this change as an equivalent of the industrial or the IT revolution: up until now, one of the basic assumptions of urban policy was that citizens were to accept what is decided, planned and built. Recent years have shown that it is often the citizens who make the city, in a collaborative perspective.

Transfer the work of Manchester Arts Sustainability Team (MAST) to support cities to mobilise their arts and culture sectors to contribute towards local climate change action is the aim of the C-CHANGE network. This can be done by: 1) Developing local policies, governance and capacity to act 2) Developing plans to reduce CO2 emissions and/or adapt to climate change, and supporting implementation 3) Developing plans to use arts and culture to engage citizens to act, and supporting implementation 4) Encouraging replication in other cities.

CARD4ALL is a Transfer network focused on the implementation of innovative services and technologies through a Citizen Card System. Cities can gather information to improve their services and use it for participative processes. It can be applied to promote social inclusion, local trade, urban mobility and sustainable living, thus creating a Smart City with Smart Citizens. The technology used allows the transferability and replication in different contexts.

In times when personal sacrifices are much needed to tackle burning societal issues, fostering and enabling collaboration at local level of public administration is of the utmost importance. The partners of this Action Planning network had the opportunity to reflect upon social design, a process to think over alongside local stakeholders how to co-design their social public services towards a more collaborative service. This means to create an urban strategy that somehow engages volunteers to improve communities and public services, reducing costs at the same time.

The project’s main aim is to unlock opportunities in order to improve our cities. The Action Planning Network of CITIES4CSR has identified in Corporate Social Responsibility actions the opportunities to unlock and improve municipal strategies and local plans, discovering and exploiting the value of partnerships with the private sector and relevant stakeholders at local level. Co-financed by the European Regional Development Fund, CITIES4CSR network involves ten European cities throughout Europe, each of them focusing its activity on specific local challenge and theme of CSR, according to local needs and municipal priorities. At the same time, at network level, the project provides a valuable opportunity of good practices sharing on CSR actions and experiences carried out locally by cities, reaching a common understanding of the importance of Corporate Social Responsibility for municipal development and the improvement of local policies.

The cities of this Action Planning network were challenged to identify the urban issues relate to their city centre, analyse perceptions and reality of those areas. All cities have a centre which historically and functionally brings residents, businesses, services and a range of social activities together. Thus, the involved cities shared ideas and practices, supporting each other to develop actions to strengthen the revitalisation of their city centres (which is often the nexus for social, cultural and, ultimately, economic local development).

CityMobilNet

Cities that suffer from congestion, emission loads, social exclusion and, lastly decrease of the quality of life, have gathered in this Action Planning network. The road they have taken to tackle these challenges was the local adoption of Sustainable Urban Mobility Plans (SUMP), a concept for mobility planning that revolutionises traditional planning structures by placing people’s needs, integrated thinking and sustainablility at the centre of future developments. By sharing and addressing challenges of their mobility reality, the cities created a common vision towards identifying suitable measures and actions for the coming years and improving the competencies of all involved stakeholders.

The Civic eState network worked on new models of urban co-governance based on the commons. Two years of EU cooperation for promoting urban co-governance and experimenting public-community partnerships to enable inhabitants and local communities constitutional rights to self-organize and collectively act for the urban commons. The network outputs aim at guaranteeing the collective enjoyment as well as collective management of urban essential facilities, to secure fair and open access, participatory decision-making, sustainability and preservation for the benefit of future generations.

This Transfer network aims to replicate the Lisbon Local Development Strategy for areas of Priority Intervention which provides the city a range of integrated tools to tackle urban poverty and empower local communities. This strategy is based on a co-governance and bottom-up participatory perspective, ensuring a horizontal and collaborative local approach, to mitigate social, economic, environmental and urban exclusion, resulting in a smart and effective toolbox to implement a sustainable urban living and enhance social-territorial cohesion.

CREATIVE SPIRITS

The partner cities from this Implementation network have a common need to improve the implementation of their existing integrated urban strategies and action plans by including new approaches linked to creative and cultural industries (CCI) – creative places, people, and businesses. The joint policy challenge for the network is to better facilitate the above 'creative ecosystem' to be able to attract (more) creative entrepreneurs and boost creative entrepreneurship in dedicated urban areas, this comprises activities that create economic value through the generation and exploitation of intellectual property. A city is able to mobilise ideas, talents and creative organisations when it knows how to foster a creative milieu by identifying, nurturing, attracting and sustaining talent. Local governments all over the world are increasingly becoming aware of the CCI’s potential to generate jobs, wealth, and cultural engagement.

Over the last decades, younger people have increasingly chosen to live in urban areas, whilst the share of older residents in cities has generally fallen. Nevertheless, the impact of wage levels and different unemployment rates across Europe has lead youngsters to move mainly to big cities. In this, sense this Action Planning network aimed on developing, attracting and retaining young local talent, particularly, the creative talent from the Generation Y - people who were born between 1980 and 2000 - within cities of all sizes.

Genderedlandscape is the Action Planning network that sought to create an understanding of the city as a place where gendered power structures are always present and develop locally contextualised tools and approaches to work towards gender equality in urban policies, planning, and services.

This Action Planning network aims to deepen the relationship between health and the urban environment, planning actions that focus on improving the population’s health, while developing a rigorous health impact assessment around it. Urban Planning can become a health generator on many grounds. This partnership reflects the multiplicity of possible approaches to tackle the issue: green areas, mobility, social cohesion or promotion of sports are some examples.

This Action Planning network explored how digital, social media and user generated content can improve today’s urban management in European cities, whatever size. Thirteen years ago, the EMMCA was founded in L'Hospitalet as a new model of music school that uses music as a tool for inclusion and social change. The ONSTAGE Transfer network follows the Good Practices, which has an innovative methodology engaging civic society. Making a difference from traditional music schools, the project gives equal opportunities to all inhabitants of L’Hospitalet to access music courses, involves primary schools and creates a space for social cohesion, tackling local issues such as exclusion, youth unemployment and school dropout.

RUMOURLESS CITIES

The Rumourless Cities transfer network is focused on the transfer of good practice established by the municipality of Amadora which addresses a need across all partners, namely how to counter growing negative attitudes towards a cross section of groups in society, which includes long established migrants (Third country nationals), Roma, recently arrived refugees, LGBTI people, and general homophobic stereotyping. This is an issue that is recognized at an EU level. The EU Fundamental Rights Agency in its 2018 report highlights how discrimination is still widespread within the EU . The report highlights that discrimination on the grounds of ethnic origin continues to be regarded as the most widespread form of discrimination in the EU (64%), followed by discrimination on the basis of sexual orientation (58%), gender identity (56%), religion or belief (50%), disability (50%), age (being over 55 years old, 42%) and gender (37%).

European cities face higher levels of Early Leaving from Education and Training (ELET) than their national averages, meaning that some urban areas have more ELET rates, than the countryside areas - contrary to the national trends of these cities' countires. This represents a serious challenge, as ELET has significant societal and individual consequences, such as a higher risk of unemployment, poverty, marginalization and social exclusion. Tackling this issue means breaking the cycle of deprivation and the intergenerational transmission of poverty and inequality.

The cities from this Action Planning network searched for a solution to the following challenge: how can we make existing 20th century urban tissue attractive and qualitative again? How can we add a different urban layer? For the past two decades, urban development and planning practice in European cities and regions have focused on the renewal of metropolitan cores and historic inner cities. This has resulted in numerous success stories, but the wave of urban renewal in inner cities has generally coincided with strong population growth and demographic changes. Many inner cities have reached their peak in terms of density, population and mobility. At the same time most of the housing in 20th century (sub)urban areas are in need of renovation. The next logical step is a combined solution to these issues by reconverting this areas, to create a more sustainable and attractive environment.

By exploring how small and medium sized cities can maximise the job creation potential of the digital economy, this Action Planning network examined whether there is potential for spillover from stronger city level digital economies; how clusters can work at city level and look collaboratively at what cities can do to support businesses to access the digital skills and innovations they need in order to start, grow and compete. The city partners further explored the role and viability of digital, content creation and technology clusters and how benefit may be gained from major city or national initiatives to benefit job creation and growth in small and medium sized cities. The project was 'of the digital economy' as well as 'for the digital economy' in that it used digital technologies as much as possible throughout management and delivery.

Socioeconomic disparities and other forms of inequalities are a major issue in European cities which are threatened by social polarisation increase. Poverty does not only create social differences between people and groups; it also leads to spatial differences. URBinclusion implementation network focused on the co-creation of new solutions to reduce poverty in deprived urban areas, focusing on some key challenges to be tackled when going from the strategic to the implementation dimension: integrated approach and inter-departmental coordination, involvement of local stakeholders, monitoring and evaluation and financial innovation. Partners cities interchange showed that this requires integrated, cyclical and monitored processes made of recursive actions and feedbacks that produces stable conditions of engagement for continuous improvement.

Seeking answers on how to combat social exclusion through the redesign of public spaces in deprived residential areas by using the power and common language of sport, this Action Planning network found solutions through innovative urban sport actions, physical equipment and better orchestrated service delivery. Active living positively contributes to social cohesion, wellbeing and economic prosperity in cities. However, currently cities are challenged by the opposite: dramatic increase in the frequency of diseases as a result of sedentary life style and social exclusion. To tackle these challenges, European cities have invested in large scale sports facilities over the past decades. These strategies have a limited success, hence a new approach is needed: instead of ‘bringing’ the inactive citizens to the sports facilities, public space itself should be turned into a low threshold facility inviting all citizens to physical activity.

Wood Footprint

Manufacturing and selling big items requires big spaces as factories and large showrooms. During the prosperity years of manufacturing sector in Europe, wood industry dependent cities have witnessed a pop-up of such buildings along the main road axis and suburbs, strongly making urban development. Nowadays the rapid transformation of these sectors led to the abandon of most of these, leaving a giant urban footprint that is a serious challenge to cities that have inherited it and a warning to others. Wood FootPrint, under the banner of URBACT, aims to respond to the challenge to reactivate the economies of participant cities, whose main economic activity is the furniture industry and have suffered as a consequence of the economic crisis and the impact of globalisation. One of the main benefits of the programme "Wood FootPrint" is to offer different tools and policies that will strengthen the furniture sector, but at the same time offer economic diversification by sharing successful methods in sustainable sectors. The project partners include 10 partners from 9 EU countries.
