Toulouse drafts local SWOT analysis

Toulouse's markets stakeholders have been busy with their local support group meetings.
The result of the local support group work has been a SWOT analysis and formal "problem-solution" brainstorming to identify a local action plans as taught during the URBACT summer school. Toulouse is now looking to move forward, creating 6 mini support groups responsible for implementing action plans.
