Regione Emilia Romagna

The Emilia Romagna Region is one of the 20 regions of Italy and it corresponds to Nuts 2 administrative division.  It has an area of 22.124 sq and about 4,2 million inhabitants.  Its territory is divided into 9 Provinces and 341 Municipalities. The Department of Urban Regeneration operates under the umbrella of the General Direction of Urban Planning, European and International Relationship. It works in strict co-operation with others departments such as Transports and Infrastructures, Energetic Policies, Urban Safety, Social Housing. We can find among its objectives:sustainable development and opposition to urban sprawl brownfields regeneration historic site renewal an conversion to public use improve social housing by rehabilitation of existing buildings In the last ten years the Department of Urban Regeneration has sponsored with the promotion of a  special law on urban renewal – law 19/1998 together with a group of Municipalities, the setting up and development of innovative programmes called Urban Regeneration Programmes (PRU) in city parts that need to be revitalized, with a mix of public and private funds and an integrated approach with different administrative levels. Following the experience started with the PRU, the Region promotes Districts Contracts to improve quality of living in towns  renewing social housing, and to  increase urban vitality and  public services in residential districts. The Urban Local Support Group will be composed of some of the municipalities involved in Districts Contracts. The aim in participating to NODUS project is to outline a methodological process to improve a better coordination between urban regeneration and spatial planning at an administrative and political level. 

Links between Urban Regeneration and Spatial Planning

The link between urban regeneration and spatial planning is very strong in our experience and becomes more and more important in the aim of the Regional Territorial Plan. In this Plan infrastructures and public transport facilities, sustainable development, and environmental issues are the priority for a wide action increasing the quality of our cities and their urban texture, also through the regeneration of deprived areas and buildings for public spaces and housing.
