Avilés is a thousand-year-old city with a restored and dynamic historical centre the identity of which has been shaped over time by its port, industry, business, migration, culture and inhabitants.Avilés, forever renewing itself, places people at the centre of its challenges as a socially responsible territory and has set the full participation and complete integration of all in the ongoing building of an inclusive city as its goal”. We in Avilés are firmly committed to converting our territory into a space where all types of people can live. This agreement is the result of a consolidated process of cooperation and coordination between the city council and social and economic agents, showing the importance of social dialogue as effective factor to promote the local development.

Facing the high rate of youth unemployment is one of the bigger challenges that Avilés has as city. This problem has worsened because of the current economic crisis. In spite of being a global problem, we think that is possible to provide solutions from a local setting: fostering youth entrepreneurship and new ventures, contributing to a younger business tissue, developing effective systems of detection and forecasting of local labour market needs and improving linkages between training systems and local enterprises.

The elaboration of the Local Action Plan through a ULSG where are represented young people, administration, trainers and enterprises give new opportunities to solve the problem, trough a process of participation where all stakeholders are included, specially young people that can participate in the design of measures destined to themselves
