Rennes

Rennes is the capital of Brittany in France, The conurbation of Rennes Métropole has 37 cities and a population of 400,000 spread out over 61,000 hectares of land. Rennes Métropole is among the most attractive areas in France with a population growth of 0.9% since 1999 and an unemployment rate below national average (7%). The pouplation projections plan with an increase of 60,000 aditional inhabitants until 2015.  

Rennes Métropole can bring several contributions to the project by presenting its global approach of housing policy and the different mechanisms and tools that enable the Housing department to deal with production of housing and social aspects. In order to accommodate the growing population, Rennes Métropole has set up a strong Local Housing Programme with the target of almost doubling the production: 4,500 housing units per year for the period of 2005 to 2012, composed of 50% of subsidized housing of which 25% of social housing and 25% of intermeduate housing. The respect of these rates is compulsory (by contract with the mmber cities and developers) for every urban development over 30 housing units, guaranteeing social mix. Rennes Métropole aims at ensuring, during the housing allocation process, that the needs of the priority population groups are met within the existing housing stock or new constructions, while respecting the social and territorial balance. Rennes Métrpole's choice is also to promote high energy standard for everyone, especially for social housing. Since 2005, 50% of the production has to reach energy consumption at least 10% under the French standard in effect, through the label "Habitat et Environnment". In the actual context of increase of housing prices, the main challenge of Rennes Métropole is to build faster and for lower cost, while respecting the environmental requirements and offer new products in order to meet specific needs (especially for the elderly and for travellers).
