The ‘European Youth Capital’ (EYC) is a title awarded to a European city for the period of one year, during which it is given the chance to showcase, through a multi-faceted programme, its youth-related cultural, social, political and economic life and development. The EYC title will be awarded for the thirteenth time in 2021, having first been awarded to Rotterdam in 2009.

The EYC initiative aims at strengthening the relationship between the European and local levels, fostering youth participation at the local level by applying common European objectives regarding youth policy. The title aims to demonstrate the complementary nature of European, national and local citizenship, especially regarding youth. Since 2014, the Congress of Local and Regional Authorities of the Council of Europe is an official endorsing partner the European Youth Capital title.

To secure the EYC title, applicant cities are asked to submit an application outlining their past performance in the youth field, their motivation, the key challenges facing young people, and a multi-faceted programme of activities designed to meet them. They must detail clear plans to empower and involve young people, continue and expand youth-related projects, and the longer-term impact of their proposed EYC year. Five short-listed candidates will be selected by a high-level, independent jury convened by the European Youth Forum. These five candidates will be provided with feedback and recommendations as to how they can improve their applications, before a final winner is chosen and announced at the European Youth Forum’s General Assembly in November 2018.
