Vilawatt Scorecard: when a picture is worth a thousand words

At the first Transnational Meeting (TM1) with all Vilawatt Project partner cities, last May 2021, a key element that will help guide the transfer process of the Vilawatt Innovative Practice was introduced.

 

 

The Vilawatt Scorecard is a self-assessment and monitoring tool that allows partners to prepare for and review the transfer process at local level. The Scorecard is a guide built around the key success factors for each of the 5 main pillars of the Vilawatt project: Public-Private-Citizen Partnership (PPCP), energy supply pooling, retrofitting, learning communities and local currency. It is an iterative tool that allows a better understanding of the transfer progress in each city in a highly visual way.

 

 

The Vilawatt Scorecard is a living and collaborative tool.

 

The Scorecard provides a visual map of success factors and is extremely useful in guiding conversations with local groups, thereby facilitating and making communications with stakeholders more effective. One of the main characteristics of the Scorecard is that it is built with the active participation of the partner cities and allows adjustments to be made from the outset to enhance its effectiveness through adapting to each partner’s local circumstances.

 

How does it work?

 

It is a graphic representation of the key attributes of the Vilawatt project. First, success criteria are established for each of the five pillars. These criteria are then discussed among the partners to determine if they are the most appropriate or whether they need to be changed or adjusted according to the context of each city. From this point, a first assessment or baseline positioning is made by the cities of their position against each of the success criteria. Partner cities rank their position using a ten point Likert scale which reflects their level of progress/preparedness with respect to each success factor. This representation helps all parties to understand what can, or cannot, be transferred and why. It also points to what might be done differently, which will constitute the part of the innovation that each city can contribute.

 

How do the partner cities feel about the tool?

 

Seraing: 'The Scorecard tool is a very useful tool and will help guide the discussion with local ULG stakeholder groups. Given the level of detail that the tool provides on the success factors, the good and most meaningful questions come to light. Furthermore, it allows not only to assess strengths but also to detect barriers to overcome.’

 

Trikala: 'Generally, the Scorecard is very useful, although some of the metrics may change or need adjustments.’

 

Nagykanizsa: 'It is a useful tool, its design and metrics seem to be valid for our city'.
