The objective of Creative Clusters project is to promote the exchange of experiences and best practices and the proposal of policy recommendations and action plans related to creative clusters in low density urban areas. The starting assumption of this URBACT project is that creativity can act as a driving force for economic development of small urban centres and not only of big cities.

The Brussels debate "Towards a creative Europe: What role for creative industries?" focused on the potential of the creative industries for both economy and society. The question of maximising positive links between creative industries, the rest of the economy and their contribution towards the whole society was at the centre of the discussion.

However, in practice, the potential of this sector as a motor of the economy remains underexploited. This debate took a closer look at how these industries could be better used as a conduit for innovation for society as a whole and what their place could be in the future European innovation strategy.
