B.1. Understanding of integrated and sustainable urban development: 
University qualifications in Geography, Urban and Region Planning (with specialisation in Mobility) and Conservation of Historic Towns and Cities. Post-graduate Urban and Regional Planning course at Heriot-Watt University in Edinburgh was very much focussed on developing a sustainable approach even in the late 1970s. Worked for many years with Groep Planning which was one of the first offices in Belgium to adopt integrated, context driven planning and development practice - bringing together design and technical disciplines with input from internal and external study teams to address social, economic, environmental and transport issues. This embryonic conviction and introduction to sustainable urban development has been further extended during my career through participation in studies and projects such as INTERNAT (integrated trans-European network assessment techniques 2000), Sustainable Development Strategy for EURO-REGION (2001), Green-Blue network, Anderlecht and District Contracts – Brussels Region (2002). Commitment to the integrated and sustainable approach has continued as part of my contribution to the URBACT programme – thematic expert and lead expert and Thematic Pole Manager 2008-2011 (Cities and integrated sustainable development). Member of the first advisory panel for the setting up of the “Economist” European Green City Index (2009)
B.2. Understanding of exchange and learning processes at transnational level: 
Coordinated the establishment of a trans-European network of historic towns (Flanders, Wallonia, Kent, Nord- Pas-de –Calais) in 1996. Since then involved in a number of projects seeking to find and improve methods and practices through transnational co-operation and exchange (already mentioned above INTERNAT and EURO-REGION) through support to pre-accession cities in Romania (Cluj Napoca, Sibiu) via the Leonardo da Vinci programme (2001-2002) and study of urban renewal practices in northern European cities to inform the French housing agency ANAH (2000-2002), for example. Since 2005 have had active involvement in the welcome transnational exchange and learning initiatives of URBACT I (thematic expert PHYRE and Hous-Es projects as well as “Support for Cities” – Csepel, Budapest) and URBACT II (Thematic Pole Manager, Lead expert M-Spice project and EVUE II Pilot Delivery Network, Thematic Expert LINKS and Enter-Hub projects).
B.3. Proficiency in English: 
English is my native language, I was born and educated in the United Kingdom (!956-1983) and worked for Avon County Council in Bristol and Fife Regional Council before moving to Belgium. I have been key note, or simply speaker, in English at a number of international events including – “A Building for the Scottish Parliament”, Minds Meetings at the Edinburgh International Festival (2008), “Contributing to the Sustainable City of the Future”, EU Sustainable Energy Week, Architects Council of Europe (2010), “Living the Future- housing, sustainable cities and EU cohesion policy”, CECODHAS Housing Europe Conference (Brescia 2010), “Sustainable Construction - more than materials”, European Forum on Eco-innovation (Amsterdam 2012). Most of my career has been spent writing up reports, studies, articles and more recently blogs, sometimes in Dutch or French but predominantly in English. Examples of this include “L`Aquila – surviving the aftershock” URBACT II Programme 2009, co-authorship of the report “Good Practice in Urban Development in the EU”, Projects supported by ERDF 2007-2013, DG Regio 2013. Within URBACT apart from formal reporting of projects such as PHYRE. Hous-Es, EVUE II, a number of blogs on various subjects have been accepted and published on the URBACT II website the most recent being “Traffic: blocking our roads, but more importantly – blocking our airways” (April 2014).

Geographer, urban planner specialised in urban renewal, mobility planning and heritage. From coordinator for a Trans-EU Network of Historic Towns (EURO-REGION 1996), steadily gained experience in transnational exchange and learning. Manager of EU INTERNAT project, a strategic environmental impact assessment tool for the EU TEN transport net 2000, project leader for development of a EUROREGION Sustainable Development Strategy (Kent, Flanders, Wallonia, Nord 2001). Expert for URBACT, PHYRE (urban regeneration), Hous-Es (mass housing stock) projects 2005-2007; Thematic Pole Manager URBACT II (cities, integrated, sustainable development) 2008-2011; Lead Expert M-Spice (monitoring strategic planning – devpt. phase, 2013) and EVUE II Pilot Delivery Network (electric vehicles) 2014, Thematic Expert ENTER.HUB (governance and participation) 2013. Exposure to URBACT means a good understanding of the method of participative action planning – local support group co-production etc. Also a range of techniques to support learning and exchange process: stakeholder analysis, problem trees, peer-review, back casting, EU cafe. The pan-EU perspective is extended as co-author of report “URBAN development in the EU: 50 projects ERDF 2007-2013”, DG Regio. This is always linked to real experience on the ground in cities: structure and development planning, housing, renewal studies, mobility plans, masterplans – Bruges, Brussels, Ixelles, St. Valery-sur-Somme.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices : 
For the City of Brussels Local Development Plan (district of Laeken) 2001 I devised a participation process with the intention of breaking out of the traditional public meetings format and trying to go out into the community. With the help of the Brussels citizens advice office we were able to do a mailing to every address in the district. On the basis of this information meetings were organised in neighbourhoods where participants – residents, shopkeepers, school teachers etc. were offered an empty plan of the area and asked to show problems or develop ideas. They were invited to draw, write, or make a taped comment. We made direct contact with youth clubs and street corner workers. This was followed up by a neighbourhood day where a group of politicians, departmental officers and service agency representatives took a walking tour around the neighbourhood. The route and some priority stopping points were communicated to the local inhabitants so that they could join or intercept the walk at the stopping points. Simultaneously an ideas shop was manned for the whole day in a recognised local building (not town hall), where presentation material was made available and any citizen problems or suggestions were noted as part of the input process to plan formulation.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies: 
Lead Expert for the URBACT II M-Spice project development phase, 2012. This project recognised that there was a need for cities to learn more and develop effective monitoring procedures in order to assess performance and impact from policy determination through to concrete intervention. I produced the baseline study for this network setting out an exchange and learning trajectory which would help cities to develop monitoring tools adapted to their real local objectives and capacities, (improving responses by objectively evaluating performance – successes and failures) including the concept of participative monitoring. As Lead Expert for the URBACT EVUE II Pilot Delivery Network 2014, guided the partners to develop a monitoring framework as tool for cities applying the URBACT method. The intention is to cover the whole spectrum of URBACT activity – testing knowledge transfer and capitalisation methods, assessing levels of integrated approach and providing support to bridge the gap between action planning and delivery. E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level: 
Regular attendance and periodic active participation at relevant conferences and events i.e. Cities Forum (EU Commission), EU Sustainable Energy Week, Open Days, Housing Europe etc. I am also associate delegate of the EU Parliament URBAN Intergroup and attend regularly. Regular scanning of programme websites and subscription to newsletters – Housing Europe, POLIS ELTIS, EUROCITIES, ENERGY CITIES, BPIE, Housing Europe etc. are also important sources of information for my continuity and in this sense. I am also fortunate to have a location very close to Brussels which allows me to easily attend meetings and maintain contacts with key stakeholders operating at the EU and national/regional representation level. Finally URBACT events, the programme website, newsletter and project mini-sites are highly valuable in terms of providing both overview, networking opportunity and specific theme related updating.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities: 
The 15 day “Support for Cities” mission to Csepel Budapest 2007, was a good example of an opportunity to gain an intensive, in depth appreciation of a specific local context. It is only through understanding of local ambitions, needs and constraints that (external) support can be translated into making local-led progress in building integrated and sustainable approaches to advance urban management, growth, inclusion, environmental improvement, smart-compact city solutions. Specific however does not mean unique and the understanding of issues facing Csepel, also generates lessons which have a utility for other cities across Europe and not only for those from the “less-developed” regions. Working with local stakeholders in Csepel allowed the possibility to open horizons and consider alternative delivery options based on the notion of, at that time, an integrated urban development plan which did not correspond to their existing sector, departmental approach. Exposure to alternatives, to state of the art solutions or simply good practices is in some situations an essential first step in breaking the mould.
