B.1. Understanding of integrated and sustainable urban development:
I have an engineering background and I have worked in the last 20 years in innovation issues and in integrated and sustainable urban policies for the last 10. At the beginning of my career I’ve worked in the industrial sector, leading the innovation department on a large wire & cable manufacturer, but then my interests start to move into sustainable issues including urban development. In the last years I’ve been involved in several national and international projects (both in and out of the EU) on the various dimensions of urban life: environmental, economic, social and cultural. Within those projects, I’ve been particularly focused on integrated urban development and new models for governance. In this context, I’ve design, wrote and coordinate numerous projects in FP6, FP7 and H2020 frameworks in several themes such as urban governance, public procurement strategies and innovation policies for transport, energy and ICT sectors. I am a certified trainer and evaluator of H2020 projects at the European Commission.
I’ve also worked as lead expert in sustainable development and governance for the European Commission on Brazil and Guinea-Bissau under the EuropeAid programme. Throughout my professional work, I built a vast know-how on integrated and sustainable urban development, namely in a holistic approach to policies, practices and methodologies used worldwide that I use to support organisations in pursuing their strategic goals.
B.2. Understanding of exchange and learning processes at transnational level:
In the past 15 years I was engaged in the coordination and supervision of several EU transnational projects, promoting exchange and learning processes in transnational projects. I’ve been focus on cities development, namely working with municipalities to devise sustainable urban development solutions and helping them to finance their action plans. See more details in the following sections. Under the FP7 framework programme, I coordinated several research innovation projects in urban policy, networking experts, university research groups and companies to promote the transferability of solutions to cities, analysing their contribution to a low carbon economy and promoting good practices exchange between cities. Outside the EU, I’ve worked in Brazil and Guinea-Bissau as “Lead Expert” under the EuropeAid Programme, namely with Brazilian Ministry of Development, Industry and Foreign Trade (www.desenvolvimento.gov.br) and with a National sectorial Association in S. Paulo (www.abinee.co.br). I have proven expertise in the design and delivery of transnational exchange and learning activities.

My English is excellent in terms of understanding, speaking and writing. From the past 15 years that I’m working at EU level using English has working language.

I have proven experience in designing and delivering transnational exchange and learning activities as can be understood in the 20 EU projects that he coordinated over the last 15 years. This gave me an in-depth expertise to support local authorities and other stakeholders in designing & delivering integrated and participatory policies. He is an invited speaker on Innovation, EU policies, European Territorial Cooperation, Energy, Transport and Information Technologies topics in conferences at national and international level, having been invited speaker on events organized by the European Commission, Workshops on New Member States, the Government of Portugal, and the regional governments. Since 2012, I’ve been also project evaluator and rapporteur for the European Commission in the “Factories of the Future” Programme, a Public-Private Partnership (PPP) initiative promoted by the European Commission aiming at helping EU manufacturing enterprises, in particular SMEs, to adapt to global competitive pressures by developing the necessary key enabling technologies across a broad range of sectors. Since 2013 I am a thematic expert in the expert panel of EUROSMES (http://eurosmes.eu/en/content/expert-panel), a European association of SMEs that reunites 12 SME’s business associations from different EU member states, representing about 600.000 companies.
