B.1. Understanding of integrated and sustainable urban development: 
I have been involved in the development of local housing policies throughout many local French local authorities (in a town planning agency and a private survey team) from 1981 up to 1986. I worked on social and private housing schemes from 1978 to 1999 in a large groupe of housing companies operating at the national level. My action was largely devoted to a research program on sustainable housing. From 2000 to 2013 I have studied housing finance, especially for social rental sector in the main French financial body devoted to social housing.. Since 2013 I focused on urban renewal in social neighbourhoods within the National council on urban policies. Such policies aim at reducing the gap between 1500 “priority neighbourhoods” and other territories. Established under a national framework and monitored at local level, such policies are inclusive and focus both on place-based and people-based range of actions. They include a wide scope of actions for empowerment for inhabitants and local stakeholders.
B.2. Understanding of exchange and learning processes at transnational level: 
For the last thirty years I took part to many conferences and seminar in Europe and abroad either in academic circles (London School of Economics, KU Leuven, ENHR, University of St Andrews), professionals with European Union (Task force for Greece, CECODHAS, Finlombardia) and local government (Observatorio Vasca de la Vivienda). I took part to survey for improving housing management in African countries (Côte d’Ivoire, Madagascar) and Eastern Europe countries (Ukraine, Russia). The development of rental housing supply was studied for South Africa and I start a workshop scheduled for South and Central America with BID. I took part to meeting regarding Gender mainstreaming in urban development (Berlin) and in the European program Transport Equity Analysis (TEA). Recent participation to UN HABITAT III conference in Quito enabled me to strengthen cooperation with academics and local authorities involved in the New Urban Agenda especially in Latin America.
B.3. Proficiency in English: 
My level in English is rated C1. I have published articles in English in international magazines ( Housing Finance International Journal Automn 2015 ) and chapters in books (Social Hpusing In Europe London School of Economics, University of St Andrews). I attend regularly meetings at European and international levels (cf references).

Integrated Urban Renewal
Summary Thematic expertise: 
Urban renewal either targeted to large housing estates or to aging urban center is a major question in Europe for next years. I have been used to analyze the various aspects (social, technical, economical) of urban renewal and to help finding solutions for improving quality of life of the inhabitants. The adjustment between supply and demand of housing in very different contexts: buoyant economic, depression, balanced markets, either in large towns or rural areas are core elements in local housing policies which I have been dealing with for years. My experience enables me to exchange both with private partners and public interest bodies, which is probably a key factor of success for improving long term quality of life.

Sustainable Housing
Summary Thematic expertise: 
Both from the economic and technical points of view, my approach of sustainable housing has been focused on specific topics. As housing is a very long term commitment, most of the housing of the next fifty years is already built. Therefore all methods for improving the existing stock, aiming a higher quality of live for the inhabitants are essential. In a book published in 2015 “Aides et financements des projets de logements” I displayed most of the various aspect of housing production in France, from social rental to private rental and owner occupation. The choice of the three tenures could be considered as a basis for answering to housing needs at each step of the housing ladder. Another aspect of housing is that it is together an industrial and handmade industry. It involves a wide range of jobs, where level of qualification change very slowly. Improvements of methods (conception, building, repairing, refurbishing) need to take into account the wide number of people involved. Points to be developed are the relations between inhabitants and managers, especially in the field of social rental housing. Having been involved in both building and managing activities helps me to keep a comprehensive view regarding what means sustainable.
