B.1. Understanding of integrated and sustainable urban development:
I am a Professor of Urban and Regional Planning at the School of Architecture of Madrid. One of my areas of expertise is precisely on tools and plans for promoting sustainable development for the control and management of urban sprawl, from an international perspective. I wrote my PhD dissertation on the US experience at managing urban sprawl and putting in place bottom up planning tools for that purpose.
B.2. Understanding of exchange and learning processes at transnational level:
I am currently Chair of the COST Action Gender, Science, Technology and Environment, which brings together stakeholders in the fields of city planning, energy, transport and climate change from 40 countries with the purpose of exchanging experience and advancing the state of the art in knowledge and practice. I am also a co-director of the EU-US Gendered Innovations Project, in which experts from 30 countries have participated in a peer review process, and in which I have coordinated the case studies under the heading “Environment”. www.genderedinnovations.stanford.edu . I have an extensive professional international experience of over 25 years in Europe, America, and beyond. I am a founding member of the European network on gender and planning GADUS http://www.rali.boku.ac.at/ilap/gdus-network/. I have been advisor to and participant to high level conferences hosted by international organizations, including UN-Habitat, the European Commission, the European Parliament, UNESCO, and UN-Women (please see CV attached for more detail). I am a member of the Board of Directors of EURA, the European Research Association, and an expert in AESOP, the European Schools of Planning. I have been Vice President of the joint UE US conference City Futures coorganized by EURA and the US Urban Affairs Association in Madrid in 2008. In this conference I have also been co-chair of one of the tracks and as such I have defined the topics and evaluated the proposals.

Full proficiency. I have studied and lived in New York for three years. I have been Spain’s representative for gender in research at the European Commission for 5 years. I participate on a regular basis in European projects. English is the working language in most of my research activities.

I have worked over the years on many projects in different continents with all types of stakeholders, including public sector, governments, private organizations, SMEs and universities and research organizations. I have done this in different capacities, both as a researcher working at the university, and also as government representative when I was holding public office.
I have strong capacities of leadership, conflict management and empowerment, and extensive experience in facilitating exchange and learning at transnational level using participatory and learning tools in the context of collaborative processes that involve partners from different backgrounds. I am used to work and speak to audiences in which most persons are non-English speakers and often they are not experts (coming in many cases from grass roots organizations). In the development of my role as expert in the context of different initiatives (national and international) I develop and design training tools. I taylor these according to the audience profile. This allow me to communicate effectively across cultural and background differences, and reach agreements in forms of defining programs to the small detail, and agreeing texts for publication. Along my professional career I have developed skills to capture and encode learning and innovation from participants in participative processes, so that the knowledge raised is integrated in the final deliverables and disseminated to a wider audience.

Summary Thematic expertise:
The precise subtheme of expertise is Gender in urban planning and design, in urban mobility, in human capital and resources, and in local governance . I have over 15 years of experience on gender in these fields, both as a researcher and expert and as a policy maker holding public office. I have been involved in over a dozen research projects on these issues. I have been 5 years director of gender policies in research at the Spanish Government and advisor to the European Commission in these subjects as member of the EC Helsinki Group of Gender in Research and innovation (2009-2014). I am author of the Manual of Gender Sensitive Urban Planning (in Spanish), 2014, which is the first and main toolkit produced in Spain on this topic; it was funded by the European Social Fund. I had a very active role in the preparation of the Gendered Innovations Project (co-Director) and the Structural Change Report (Chair). They have provided a substantive and strongly supported argument for the integration of gender dimensions in the new European Research Program Horizon 2020. The European Commission has included them, together with the COST network genderSTE (that I chair) and the Genport Project (In which I am member of the Advisory Body) as the key resources for researchers across Europe in the Vademecum on Gender in Research. The Gendered Innovations Project and the Structural Change Report were also introduced as key inputs in the whole policy process of negotiating Horizon2020.
Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
I have been involved as an expert in the participatory processes for integrating gender dimensions in a number of projects funded by different European initiatives, for example, I was an invited expert at the project PROMOCIONA, funded by the European Program EQUAL in Asturias, Northern Spain, 2004, in which I provided specialized training to provide the different stakeholders with basic knowledge and tools on gender in planning so that they would be able to consider how gender might be relevant into their activities. I have done similar trainings / awareness raising / dissemination proactively reaching the different stakeholders to impact on their activities in many cities in Spain, addressing individuals with different backgrounds. I adapt this training depending on whether the trainings are more knowledgeable on urban planning or on gender. The material I use is the toolkit I wrote “Manual of Gender Sensitive Urban Planning” already mentioned.

I was a technical advisor to the Madrid Regional Plan of 1998, working directly with the General Director of Regional Planning Pedro Ortiz at the Regional Government of Madrid. E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
I am a member of the European Urban Research Association and of AESOP. These are two excellent sources for up-to-date information of everything happening on sustainable urban development at EU level. I am registered at the EU e-platform for consultation on various areas of policy. At the national level I am professor of City Planning at Madrid School of Architecture. At the University we get regular information on all substantive policy and funding developments at the national level. I do regularly participate at the main European and national conferences.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:

I have done similar trainings / awareness raising / dissemination proactively targeted to different stakeholders to impact on their activities in many cities in Spain, addressing individuals with different backgrounds and responsibilities in the context of planning. I adapt the trainings depending on whether they focus more specifically on urban planning or on gender. The main material I use is the toolkit I wrote “Manual of Gender Sensitive Urban Planning” in 2004, funded by the ESF.
