Generic Skills

B.1. Understanding of integrated and sustainable urban development:
Through our work in Greater Manchester and many other UK Authorities, I have developed experience that has exposed me to various roles that stakeholders such as councils, businesses, public-sector organisations, charities, NGOs, and citizens all need to play to achieve Net Zero Carbon. This exposure has then been applied and developed into a number of services that support more sustainable urban development. One key part of these services includes the use of our SCATTER tool, which supports SECAP activities.
B.2. Understanding of exchange and learning processes at transnational level:
I have worked for and with various multinational organisations on the topic of sustainability and climate change. This includes our own organisation who has offices in over 10 countries, but also organisations that have vast and complex supply chains, and NGOs, such as CDP, who are active all around the world to support better knowledge exchange and learning.
B.3. Proficiency in English:
Native English Speaker.

Summary Thematic expertise:
My field of expertise is climate change, carbon accounting and sustainability strategy. I've worked with numerous UK cities and local authorities on both analytical activities and then strategy and engagement activities which the analytics has informed. A key example can be found with Greater Manchester, where my work on SCATTER helped inform the city target and then the subsequent strategy that followed. This was and still is one of the most robust and ambitious climate action plans, from which I have learned a lot of best practice which can be applied elsewhere.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
As evidenced by work within Greater Manchester and over 20 other local authorities in the UK, we have used various participatory methods and tools. A key example is the SCATTER tool, which allows the user to tailor ambition level and choices to fit their current context or belief. This can then be developed into a report and inform policies (as it has at multiple places). We have also 'gamified' this tool and has been really successful to encourage audience participation, including at a recent citizen's assembly on climate change at Adur and Worthing.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
I have acquired knowledge via the cities support we have been providing as a sustainability cities expert /lead for Anthesis UK. Design = start with analytics, measure baseline and generate some scenarios. Delivering = identify key stakeholders, understand existing context or vehicles for delivery and sources of finance. Monitoring = use various KPIs identified in the current context research and consider governance arrangements. Evaluation = define time period and KPIs. I am on a Technical advisory panel for the City of Manchester's Climate Change Agency, that seeks to guide and critique most of these topics.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
Nationally -this can be very sector specific, for example there are a number of grant schemes. I am involved with the Greater Manchester Environment Fund design, and have awareness of the Mayors Energy Efficiency scheme in London. EU level I have had only had some exposure to URBACT, Climate KIC and ERDF.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
This is fundamental to the work I have led working with various local authorities in the UK. While we have a more generic tool that can assist with emissions modelling, we have built our services around tailoring to current context and reflecting this in publicly available reports. Understanding not only tangible projects and activities (i.e. construction of major infrastructure projects or buildings) but also political context has been key to my success with various authorities. This has meant listening lots and taking time to research and tailor my work accordingly.
