B.1. Understanding of integrated and sustainable urban development:
Economic geographer and post-graduated in business management, Miguel has an extensive background of over 20 years in economic development and innovative urban policies from a variety of positions, in the public sector and as international consultant. It includes CEO of Sevilla Global, the urban agency for economic development (2000-2007), and since then as partner director of Grupo TASO, providing consultancy services to both individual customers and transnational partnerships.
His most outstanding projects are related to revitalization strategies for urban economies, city branding, cluster development and creative industries. Concerning urban policies, it is remarkable his involvement with the so-called URBACT Method on integrated urban development, having been appointed as Lead Expert for two URBACT projects in the last years and as Thematic Expert for two other ones. What Miguel most appreciates from the URBACT method is the opportunity to build up more consistent collaborative platforms in urban management, bringing together a number of key stakeholders.
B.2. Understanding of exchange and learning processes at transnational level:
In the last years Miguel Rivas has designed and conducted three big-scale cross-learning processes at international level, in the frame of URBACT and the Atlantic Area programmes. All those projects together have engaged 25 partner cities, yet this number is double if considering other cities participating actively in some of the transnational events we have organized.
Activities in this context include state-of the-art-reports, state-of-play reports for each of the participating cities, specific thematic roadmaps covering the whole project timeline, organization of international workshops, study visits, peer-review exercises, reporting notes, final reports and dissemination events. Miguel always addresses transnational cross-learning as precious opportunity to produce new knowledge and move forward the state or the art in specific urban issues.
In addition to this experience, Miguel has also worked in other trans-national frameworks with a significant dimension of exchange and learning, like the 7º Framework Programme-Regions of Knowledge, ESPON programme or the Conference of the Atlantic Arc Cities. Recently, DG Enterprise & Industry appointed him as one of the experts for the European Creative Industries Alliance.
B.3. Proficiency in English:
Due to his engagement in international assignments, most part of Miguel´s work is in English. It includes numerous written reports and daily interaction with partners, practitioners and other experts, frequently through face-to-face meetings and workshops. Miguel Rivas is also a frequent speaker in that language, in international seminars and conferences, many of them as co-organizer.

Miguel has a tested and refined methodology to undertake big-scope peer-learning processes in the field of integrated urban development, with an impact at local level but also to other interested cities and parties beyond the initial partnership. Innovative thematic roadmap and subsequent thematic workshops are the cornerstone of the process, where other key initiatives are also considered, e.g. state of the art report, state of play reports of each of the participating cities, peer-review exercise, study visits.

Prior to his career as international consultant, Miguel got first-hand experience as top decision maker on local policies (2000-2007), with a focus on economic development issues. Then, institutional design and capacity building in SMEs policies and urban policies have always been among his core areas of expertise. Consequently, Miguel is quite familiar with issues such as meaning of leadership and meaning of citizenship in a more relational way of performing political power, multi-level governance, stakeholder involvement along the whole cycle of policy decision making and implementation, the interface (“grey area”) between elected representatives and non-elected top policy decision makers, public agencies and PPP in local/regional administration and accountability.
His main project in this field was the launching of the public agency for economic development established by the Municipality of Seville in 2000, which was pioneering in many aspects at the time. Miguel was rather active within the EURADA community (European Association of Development Agencies) and has been involved more recently in several capacity building assignments within the TAIEX-Local Administration Facility (EC-DG Enlargement).

Most of Miguel Rivas´ long career is closely related to local economic development. First as policy decision maker during the period 2000-2007, as director of Seville´s Urban Agency for Economic Development. Since then, as consultant for a wide range of projects within the field of spatial economic development, at national and international levels. His most outstanding projects within this field are related to cluster development, SMEs policies, revitalization of urban economies, business facilities and new urban industrial space, creative economy and creative industries, local business climate, city branding and urban internationalization, and institutional building in the field of Development Agencies. Those projects span policy design and project implementation, lead expert and main technical assistances for transnational partnerships, policy recommendations, capacity building and organization of international seminars.

Since the beginning of his career, Miguel Rivas has been closely involved in industrial and innovation policies at regional, local and business cluster levels, from a variety of positions. His projects in this area can be grouped into 4 categories: i) place-based analysis, e.g. within the AMCER project- Advanced Monitoring and Coordination of EU R&D Policies at Regional Level, ESPON Programme; ii) institutional building for technology centres and other facilities related to business innovation; iii) strategic roadmaps to a number of specific clusters in technology-driven sectors or making use of innovation as driver for giving new growth potential to mature industries; iv) and creative clusters, creative spillovers and cross-innovation, e.g. lead expert for the URBACT project Creative Clusters or member of the expert panel of the European Creative Industries Alliance.

The expert has a long background in SMEs support policies, since the beginning of his career in 1990, in a variety of positions in economic development agencies. Since 2007, as consultant for national and international assignments, Miguel and his team have also worked directly for a number of cluster organizations, business facilities and other intermediary bodies. His numerous projects on SMEs and competitiveness can be grouped into three types: i) Cluster Development, including cluster approach to both give new growth potential to mature industries and dealing with emerging productive realities, cluster-driven internationalization and new cluster readings of urban economies; ii) Economic Intelligence and Local Business Climate; iii) and New industrial space and other facilities related to business and innovation.
Furthermore, through his recent involvement in international flagship projects on city branding & marketing, Miguel has touched issues like marketing the business place, inward investment and talent attraction and retention.

Summary Thematic expertise:
Creative economy, cultural and creative industries and local creative ecosystems are Miguel Rivas´ core areas of expertise. In particular since 2008 when he was appointed as Lead Expert for the URBACT project Creative Clusters (2008-2012) http://issuu.com/grupotaso/docs/le_ccfinalreport. Then after, Miguel was appointed by the DG Enterprise & Industry of the European Commission as one of the experts of the European Creative Industries Alliance www.eciaplatform.eu (2012-2014), with the mission to develop the activities of the so-called Policy Learning Platform, resulting in the report “Create, Innovate, Grow. A new policy agenda to maximise the innovative contributions of Europe´s creative industries”. Meanwhile, Miguel has developed a number or relevant consultancy projects at regional level related to the creative industries. He has been invited to numerous international conferences, as teacher in postgraduate courses and jury member in awards related to the creative economy.
Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
Through his position as lead expert in two URBACT projects, Miguel Rivas has given support to the production of 15 Local Action Plans in different European cities within the URBACT Programme and with the URBACT method. Miguel´s particular way in this issue, first in URBACT-Creative Clusters (2008-2011) and then in CityLogo (2012-2015), includes: i) 360º site visits to all the participating cities, interviewing as much real and potential stakeholders as possible, and including a collective stakeholder analysis with the influence/important matrix; ii) Policy recommendations as opportunity for re-learning, which means a especial focus on identifying most common failures and gaps in the field; iii) State of Play reports at the beginning of the process, since it´s essential getting in-depth knowledge of the local backgrounds, ongoing developments and real expectations, in order to further adapt the overarching methodology of intervention to specific local conditions; iv) Detailed Questionnaires to partner cities during both the application period and the preparatory phase, including questions on real and potential stakeholders; v) Continuous encouragement to partner cities to involve their LSG members (particularly those from the private sector) in the transnational activities.

E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:

During his URBACT assignments as lead expert (Creative Clusters and CityLogo), Miguel takes special care of the political legitimation of the resulting action planning: his site visits include interview with elected representatives; LAP´s introductory notes by Mayors or elected representatives; Mayor summits within project final events; as in URBACT-CityLogo, he includes a Strategic Policy Statement as final deliverable.
Regarding action planning, his work as LE within the URBACT programme also includes two complementary approaches: i) a Project-based Approach, as a way to move forward in the short-term, as one cannot easily engage only with strategy; ii) a Negotiation approach, which means to foresee bilateral meetings with each of the stakeholders, besides the group meetings, which has proved to be useful in getting LAPs with high applicability.
From 2012 to 2014 Miguel has been appointed as one of the experts of the Policy learning platform of the European Creative Industries Alliance www.eciaplatform.eu. It gave him the opportunity to work with the Alliance concept, which means: i) Stakeholder involvement to co-produce policy recommendations; ii) from Experimentation to Policy Design, identifying large-scale demonstrators to mainstream tested pilots; iii) and more emphasis in “how to do” than in “what to do”.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
Miguel keeps himself closely connected to the State of the Art regarding spatial economic development and urban development in terms of both theory and practice. He devotes significant part of his time to follow (and occasionally take part) the academic debate, basically to literature review. He also attends regularly international conferences and seminars - please see detailed CV enclosed. In what respect innovation and spatial economic development, it is worth to mention his involvement during a long period of time with the European community of Development Agencies, through EURADA.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:

Other projects:
-Training sessions on EU Regional Policy for Neighbourhood Countries. Pool of experts in a DG Regio contract. In this assignment, Miguel was in charge of transferring the EU´s background & trends in urban policies to groups of high-level civil servants and public officials from Ukraine, Moldova, Georgia, Tunisia and Morocco. It required significant adaptation of the materials and messages used and previous study of the different backgrounds in each of those countries.
-Sounding Board expert for the ESPON targeted analysis “TOWN” - Small and Medium sized Towns in their Functional Territorial Context”. Sounding board method works to ensure high quality to research and planning process from two point of views: theoretical consistency and validity and relevance as policy recommendations.
-Expert for the TAIEX-Local Administration Facility (EC-DG Enlargement), focused on capacity building for policy makers from Western Balkans and Turkey.

Miguel Rivas´ career is intimately related to policy design, combining theory and practice, first as practitioner and top policy decision maker, and since 2007 as international consultant. From his role as lead expert for two URBACT projects, he has given support in the production of over 15 Local Action Plans in different cities from all over Europe, including setting up of Local Support Groups and the facilitation of numerous LSG meetings. In parallel to this experience, Miguel has been working in other transnational projects aimed at policy recommendations, like expert for the Policy Learning Platform of the European Creative Industries Alliance and sounding board member of the ESPON project TOWN, the reference project in Europe on the functional role of small and medium-sized towns. He has even been hired as interim manager to support in the launching phase of projects previously shaped by him as consultant. One of Miguel´ s areas of expertise is related to institutional building and capacity building in the field of economic development and urban management.
