B.1. Understanding of integrated and sustainable urban development: 
Born in Lisbon in 1966, is associate professor of the Institute of Geography and Spatial Planning of University of Lisbon. She teaches Geography and Spatial Planning since 1990, and she is a researcher in the Centre of Geographical Studies, since 1987. Since 1988, she is consultant in private and public institutions, since 2009, she coordinates Modelling, Urban and Regional Planning (MOPT) research group (http://www.ceg.ul.pt/nucleos.asp?id=3&lang=en; http://www.mopt.org.pt/). The expertise fields are: spatial planning, urban development, evaluation of cohesion policy, indicators and monitoring systems and health cities. She has large teaching experience in the Degrees in “Geography” and “European Studies, Master degrees in “European Policies” and different sub-fiels of Spatial Planning. Also teaches in PhD on Risks, Public Policies and Spatial Planning. In international terms, she collaborates in Master STADE 2 in International Development Studies: sustainability, participation, innovation, University Joseph Fourier (since 2007). In 2011, she was Member of The Observatory for Housing and Urban Rehabilitation, Institute of Housing and Urban Rehabilitation, Ministry of Environment, Management and regional development. Between 2007-13, was member of Sounding Board of ESPON Programme. In 2013 she was Invited Speaker on Opening Session-EU Cohesion Policy: economic context, governance, challenges and outlook, OPEN DAYS 2013, University Master Class on EU Cohesion Policy.
B.2. Understanding of exchange and learning processes at transnational level: 
Eduarda have a large experience in transnational level. Starting in 1997 with ESDP process, linked to urban-rural coordination group, after that, many other collaboration occurs, as EU expert/Scientific Committee panels, in transnational networks, or as national expert. So, we could highlight 4 from the CV list: i) member of scientific board/Commitee: -2009/11-ESPON project “Climate change and territorial effects on regions and local economies”; -2010,“Regions 2020-Regional Challenges in the Perspective of 2020–Phase 2: Deepening and broadening the analysis”, DG Regio; ii) As national expert: 2013 – ESPON CADEC - Capitalisation and Dissemination of ESPON Concepts, ESPON Programme; 2011–“Study on sustainable urban development in Portugal: an integrated approach”, 2010CE160AT085, to DG Regio; There are also 6 participation as member of transnational networks (ESPON and FP7 projects, namely 2002/04–“ESPON 1.1.2. Urban-rural relations in Europe”, ESPON 2006 PROGRAMME) and also other participation listed in CV as national expert in DG Regio contracts about evaluation of cohesion policy. This enlarged participation in diversified topics and situations, should be highlighted as strengths the expertise in evaluation and tools procedures and knowledge about EU agenda. She has also a large knowledge about indicators and data set and in the last 4 years, have been working about health cities projects, with Brasil, with portuguese network of health cities and municipalities.
B.3. Proficiency in English: 
The proficiency in English language could be attested by different evidences that go from writing papers, books/chapter and reports. We can highlight: • Participation as member of board/expert in DG Regio or Transnational workshops and meeting, where proficiency is needed for leading meetings or discussions; • Invited speaker in events. In 2014, was Invited speaker on Salzburg Global Seminar MIND THE GAP! INNOVATING FOR REGIONAL COHESION AND SMART GROWTH, Panel Sustainable Integrated Urban Development, 17-22 May 2014 and in 2013 was Invited Speaker on Opening Session - EU Cohesion Policy: economic context, governance, challenges and outlook, in OPEN DAYS 2013, University Master Class on EU Cohesion Policy. • These days, Eduarda is visiting professor in Department of Urban Design and Planning of University of Washington, Seattle. To get this invitation, besides activity plan and CV profile, a proficiency test of English language have been considered and authorized. Eduarda’s stays is hosted by recognized Prof. Don Miller (Until 4th July). • Eduarda is also proficient in French language (as teaching collaboration in French universities of Toulouse and Grenoble testify) and Spanish language (since 2013 is member of Academic Commission of PhD programme in “Environment and Society”, in University Pablo Olavide, Sevilla and she participated in INTERREG”eAtlasSudoe: un réseau d´observatoires pour la société de la connaissance “, with french and spanish partners).

Summary Thematic expertise: 
In the last 4 years, Eduarda have been developing health topic, namely linked to healthy cities planning movement and livable communities’ solutions. These includes, not only mobility solutions, but also an enlarged perspective of public space functions, innovative social solutions to include exposed people (ageing and people with reduced mobility), nutritional solutions for young groups and other relevant topics. In 2013, she is co-editor of a book 2013 - Cidades saudáveis, saúde e sustentabilidade: dos conceitos às orientações de política na União Europeia, Construindo Cidades Saudáveis, Ed. Assis, Uberlândia, Brasil, , ISBN: 978-85-62192-50-0, 25-41 and ince 2015, she is member expert of EIT Health University of Lisbon (Innovation and Business groups).

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices : 
Recently, the listed participation in Plano de Saude e Qualidade de Vida da Cidade de Lisboa (Action Plan for health and quality of life of Lisbon City), Municipality of Lisbon. Also the interesting experience between 2008 and 2011 in "Lisbon Metropolitan Area Spatial Strategy", to Lisbon regional commission of development, developed in a botton-up process, to promote local and adapted solutions. Another example, very strong in stakholders envolvement was the study of 2010 made to North Regional Development Coordination Unit, about “New solutions to Shared management in Boarder Regions”, CEDRU to Regional North Entity (CCDR Norte)
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies: 
2009/2013 – Coordinator of the Project “SPOTIA: Sustainable Spatial Policy Orientations and Territorial Impact Assessment – Contribution to Portuguese context” (SPOTIA: Orientações de política territorial sustentável e avaliação de impactes - contributos para o caso português") (PTDC/CS-GEO/105452/200 ), to the Ministry of Science and Technology. Considering EU policy orientations as well as Portuguese territorial frameworks as starting points, the SPOTIA Project is structured on a specific and updated policy issue: the assessment of the coherence and relevance of the Portuguese territorial and sectoral frameworks (policy programmes and plans) and to evaluate the impacts of these policy orientations in territorial development. As final results we got a methodological procedure to evaluate coherence and effectiveness of cohesion policy programmes.
