B.1. Understanding of integrated and sustainable urban development:
In May this year (2013) I finished successfully PhD course and received Doctor Degree in Geomatics and Transport Engineering. My PhD study took place at Transport Engineering Group in the Department of Civil, Chemical, Environmental and Materials Engineering (DICAM) at Engineering Faculty of University of Bologna, where I worked as a researcher at the same time. Title of the PhD thesis is “Automated Analysis Methods for the Assessment of Bicycle Infrastructure and Demand” which was focused on such sustainable mode of transport as bicycle, also on assessment of its demand and infrastructure. Since 2013 I work at the Department of Logistics and Transport, Faculty of Civil Engineering, Tallinn University of Technology. At the moment I have more than 5 years of professional experience in fields of sustainable urban mobility and urban development. I organized a number of international workshops and educational seminars. I am an author or co-author of publications in the international journals concerning sustainable urban mobility. Also I took part in a lot of national and international conferences and seminars concerning transport planning, sustainable transport and mobility.
B.2. Understanding of exchange and learning processes at transnational level:
I have quite large experience in the exchange and learning activities at both national and transnational level. I made my PhD course in Italy within the scope of Erasmus Mundus Programme. At the TTK University of Applied Sciences as well as at the Tallinn University of Technology I involved and supported actively ERASMUS incoming students. I prepared, coordinated and carried out courses and seminars for them. Also I supervised exchange of visiting PhD students within the scope of exchange programmes. I have an experience in the organization of specialized workshops, training courses and training schools in the fields of sustainable urban mobility (for example, Summer School of Logistics & Transport Planning at the Tallinn University of Technology). I was co-organizer and guest lector of international conferences and transnational workshops within the scope of EU project.
B.3. Proficiency in English:
English is my first foreign language which you used every day. It is my working language at the Tallinn University of Technology. I use it for all kinds of communication: starting from reports and presentation at the Department and finishing with all contacts with university administration. All classes I make also in English. All scientific papers including my PhD thesis were written in English.

My thematic expertise in the field of Sustainable Urban Mobility covers a number of sub-topics and professional backgrounds.
The expertise is supported by deep knowledge, existing experience and research works which were done (including different kinds of projects). Participation in several international projects creates an additional value for researcher’s background.
Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
The EU co-financed project “BICY – Cities and Regions for cycling” (official website: http://bicy.it/) gave me a lot of experience and knowledge concerning production and implementation of local policies. The large part of project outputs was connected with formulation of cycling policy for each partner city. I was a co-author of cycling policies of cities Ravenna and Cervia.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
I was involved in the project “Tallinn bicycle traffic strategy, stage I” done by the Department of Logistics and Transport, Tallinn University of Technology. The bases for Tallinn bicycle traffic strategy were prepared. The following issues were considered and discussed: modal split, correspondence matrices, bicycle traffic developments and reasons for using this way of movement.
As example, control measuring of bicycle traffic could be used as monitoring tool in case to prove effects of chosen strategy.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
The main strategic document concerning sustainable urban mobility is the White Paper 2011 “Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system”. It is a basic document for all EU countries.
Each country has its national transport development plan which must be adopted to the requirements of the White Paper 2011. In each country it is a work of the ministry responsible for transport. In Estonia it is Estonian Transport Plan prepared by the Ministry of Economic Affairs and Communications.
Each city could also has its local transport strategy and policy, but it depends on the concrete city.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
I was organizer and co-coordinator of the project “Mobility on demand”. Its aim was to develop a strategy for a rental system of bicycles and electric bicycles in Tallinn. Unfortunately, standard tools and experience could not use in the city because of cold climate. As a result, it was necessary to adapt existing approaches to local realities. The work was done successfully.
Summary Expertise:
In terms of experience and skills to support local authorities by preparation of strategy and policy documents, I participated in several transnational and local projects. I understand clear the system of strategy and policy building in the EU as well as in the separate country. During the project I tested different methods and approaches, adapted and developed a new methodology, assessed and monitored possible impacts.
