Build up city network to face the social housing sustainability in a framework of limited resources and identify actions to contribute to mitigate the environmental risks, increasing the living qualities through retrofitting sustained by energy saving and incentive for risk reductions, in a wider framework to increase the value of this real estate and to avoid marginalization respect other urban areas. Municipal authorities must be the centre of a process that defines an economic governance mechanism to facilitate the renovation of social housing, to reduce its vulnerability (seismic, climate changes, design errors, low quality construction, ect) where financial resource could be identified in the energy efficiency and value of buildings. The objective is therefore to discuss on innovative management procedures enabling the anticipated enhancement of the expected benefits, through the creation also of a mixed fund to support local development and with an outlook towards the model of public Real Estate Investment Trust.

the municipality is a no coastal city, located in the south of Italy (campania region), very close to well know tourist hot spots like Pompei, Sorrento, Vesuvio and Naples. it is near to provincia city of Avellino It is very safe and beautiful for the greening of near mountains and the pure landscape: very famous are local wine producer and typical food (from cheeses to vegetable), it is a low cost destination with high quality of accommodations and wonderful historical areas.

Recent the city and all the surrounding area are suffering of a strong economic crisis linked to industry closing as well to the loss of citizen, especially the younger, that move to study in the Italian Norden areas and do not back home.

The administration is part of an association of local municipalities, established pursuant to article 30 of the Consolidated Act of Local Authorities, called "Area vasta di Avellino" signed on 11.5.2017 by 44 administrations for a total of over 190,000 inhabitants.

around the proposed topic Avellino developed a full proposal under UIA project related innovative financial instrument for Social housing retrofitting for risk mitigation: and so we are very interesting to face on experiences and problems of other EU cities related finance to face sustainable urban development goals.
