Main policy issue to be addressed in relation to the selected topics

Enterprises play an important role for sustainable economic development of any city: they affect employment rate, trigger innovation, attract investment and elevate the prestige of a city. But what if we are dealing with dangerous manufacturing units? How to balance development opportunities and potential risks which, in case of an accident, may cause exceedingly complex environmental problems and affect people’s heath? Being town governments of industrial cities, our goal is not to suppress the creation of new manufacturing plants or the working process of already existing ones. We must strive to: • create the plan for the effective prevention and control of possible risks and disasters; • apply the regular notification system to provide information about current environmental situations; • determine the most appropriate and timely way of informing people in case of any dangerous accident. This kind of innovation will increase trust level between people and local authorities, enhance closer and mutually beneficial cooperation between people, local authorities and enterprises and enable continuous monitoring of environmental changes. The process of sharing experiences will give us opportunity to figure out how industrial cities successfully regulate the work of dangerous manufacturing units, which ICT systems can be used (their pros and cons for a particular city) and how did different kinds of changes affect the quality of life in a particular industrial city.

Sillamäe is a town in Ida-Virumaa County in the northern part of Estonia, on the southern coast of the Gulf of Finland. It has a population of 13 140 (as of 1 January 2019) and covers an area of 10.54 km². More than 50 % of the whole territory is occupied by various manufacturing units. Among Ida-Virumaa cities Sillamäe is the first largest in terms of dangerous plants: there are 6 of such kind ’high-risk’ enterprises. Many city residents are primarily concerned with potential ammonia leakage and radiation background level (in case of liquid ammonia leakage accident the impact radius will be 4300 m = most of the city and several surrounding villages).

We are interested in collaboration (as a project partner) with municipalities and town governments of industrial areas with dangerous enterprises all over Europe.
