Main policy issue to be addressed in relation to the selected topics

Viimsi Municipality (adjacent to the capital Tallinn) is one of the most rapidly growing parishes in Estonia. Altogether, Viimsi has some 20 thousand inhabitants, out of which more than 6000 live in the main area Haabneeme. Is is estimated that the number keeps on increasing. As the majority works in the neighbouring Tallinn, the traffic density is very high, causing several problems. Today, there are two main roads that connect Haabneeme with other areas - Randvere and Rohuneeme. These are, however, planned as roads with rather high speed limit. Taking the recent developments (increased number of households) into consideration, they are not any longer suitable. Haabneeme has become city-like environment, where big roads are out of place. The municipality government wishes to create a pleasant, safe, connected, and innovative public space in Haabneeme, but this will require new planning and transportation solutions. The idea is to turn Randvere and Rohuneeme roads into the main streets in Haabneeme. It is necessary to solve the exits and crossings (i.e. intelligent traffic control systems), in the same time creating beautiful public space. Smooth and intelligent traffic can also help to reduce CO2 footprint and improve safety. The municipality has to start with overall planning and end with newly created space. For that, Viimsi is looking for partners to share practical experience as well as to get to know already existing solutions in other countries.

Viimsi Municipality Government is looking for partners of various sizes, who have experience in creating modern open space, using intelligent traffic control systems, and solved issues of everyday movement of people. The geographical scope is not of great importance.

Viimsi can, on the other hand, offer vibrant environment for municipality development, great examples of using new technologies etc.
