Requalification of a neglected district for the transition to an inclusive city.

A rather high population density with situations related to social security, the high presence of different ethnic groups, the total absence of services and commercial activities, the absence of a relation between the residents and the municipality are the main characteristics of the district, together with the presence of two parks with no attractivity neither for young nor for older people. Requalification of this neglected and deprived district within the Municipality area is needed, to launch a post-crisis, post-earthquake urban planning where safety and wellbeing of citizens are restored from the current disadvantaged situation. The main area that has been identified to candidate Cento as partner city in the URBACT III call is a self-standing deprived residential area, and its surroundings, characterized by two parks that have been subjected to a rapid social and functional decline and host several phenomena of social conflicts. The district has been built in the 1970s as a residential area, but due to the poor architectural design and the inadequate city planning, which favored the isolation of the area rather than its integration in the city development, rapidly became a deprived area, with its peak of decay after the 2008 economic crisis when shops and services shut down. Our proposal supports citizen empowerment, youngsters and elderly engagement, integration within the community to boost social cohesion and the requalification of the whole area.
