Main policy issue to be addressed in relation to the selected topics

Since 2012, Rosignano has been experiencing a complex crisis due to partial disengagement of the chemical industry. Local jobs really declined, and population still perceives a flattening economy, with lacking skills and entrepreneurship, mixed to diminished social cohesion. A perception that is reflected in scarce public participation and general disengagement towards development. To avoid a worsening situation, during last years, local public administrators involved young, school representatives, managers, entrepreneurs, and civil society in several actions for urban development, starting from 1) networking for reinforcing local know-how in different sectors; 2) using this know-how to regenerate abandoned public spaces. The 2-step approach is the mainstream of the re-launch of local attractiveness, and the baseline for the proposed Integrated Action Plan: an approach for development of small city – to be replicated by URBACT partners – based on co-planning with citizens of solutions to empower local know-how for new local jobs, professions, SMEs, services to deliver to the territory for its competitiveness. Co-planning will particularly focus on: school-enterprise mutual exchanges to stimulate innovative competencies and entrepreneurship; intergenerational cooperation to enhance and up-to-date heritage of local skills; direct involvement of profit and non-profit organizations in urban regeneration for revitalizing abandoned public spaces.

Rosignano, located along costs of Tuscany, counts around 31.500 inhabitants, and women and elders are the largest part of population. Main challenge of the territory: increasing work opportunities for young through also elders’ involvement in order to re-launch local economy and quality of life. Rosignano municipality is designing with its citizens and stakeholders its own model of sustainable development in order to become a more attractive small city with strong identity and opportunities both for local people, and in particular young, as well as tourists. The project to be replicated on URBACT III to share inspirations and experiences with cities all-around Europe, wants to reinforce cohesion and connection between different parts of the society, giving the opportunity to all citizens to design the future local development. In particular, Rosignano is searching partners able to transfer ideas and best practices for boosting citizen participation in order to realize a network of local skills and competences for development planning processes. Partners will be small sized cities (population below or around 100,000) because, probably, they have similar resources and limits. All partner cities have to demonstrate to have already implemented at least one good practice related to topics and the proposed project.
