B.1. Understanding of integrated and sustainable urban development:
I have a degree in European Studies, a degree in International Business, and a Master in International Economics and Management. My areas of expertise are economic development, foreign direct investment, innovation management and entrepreneurship. My thesis was focused on networks, highlighting the relevance of R&D institutions and scientific networks. This has taken me to follow a PhD in Business and Management Studies, where I defended a thesis proposal about new institutionalism and the role that local public institutions play in the determination of social and economic outcomes. Unfortunately, I had to abandon this project because of my professional responsibilities.
Also the work I developed in Porto Vivo as a coordinator of the studies and planning division, made me work on several projects related to urban renewal and local economic development, from planning and designing, to managing and monitoring several integrated actions, physical and intangible initiatives that led me to produce several publications, but also intervene at national and international conferences, and participate as representative in important fora, from the Energy Cities to the Urban Development Network.
During the years I have developed the understanding and actively worked for integrated and sustainable urban development, bringing together urban renewal and economic development, attracting and enabling new businesses to flourish. Such experience may be further developed with new projects.
B.2. Understanding of exchange and learning processes at transnational level:
As already mentioned, I was actively involved in 4 URBACT projects, representing the partners Porto Vivo, SRU or the City of Porto, having therefore a deep knowledge about exchange and transfer of best practices and case studies. I have participated in numerous transnational meetings and workshops, as also conferences where I made presentations or which I helped to organise. Those presentations, reports from workshops and meetings, proceedings and reports from conferences may all give evidence of the work I have accomplished in terms of learning and exchange processes. Strong relationships have been developed between partner cities through the different paths these projects have followed, and this is also important because personal relationships create informal channels of communication, important for breaking barriers and better learn from each other, between the technical staff that has the operational level of projects. This is a rich experience that I can also develop in terms of soft skills and human skills, very important in such knowledge exchange initiatives.
B.3. Proficiency in English:
I have studied English in the University but English was also my working language in most of the projects I worked in. My proficiency of written and oral English can be best assessed by the number of publications and presentations I have made during the years, but also for the numerous meetings I have animated, namely in the international projects I was part of and the events I have participated, including as a facilitator in the URBACT Summer University in Rotterdam, in 2016.

I have developed expertise on city policies and broad public policies, and on European funding programs sustaining such policies and interventions, as a result of the work developed in Porto Vivo, SRU, on the territory listed as World Heritage site, in the fields of urban rehabilitation and revitalisation, and during the collaboration with the Invest Porto office, as an investment manager, focused on smart specialisation, investment attraction, city internationalisation, economic competitiveness, business intelligence, and strategic partnerships. I have collaborated in several transnational projects supported by URBACT, INTERREG Atlantic Area, and SUDOE, being also involved in projects with EUROCITIES and initiatives of the Urban Development Network. I have used integrated and multidisciplinary methodologies, participative approach, stakeholder interactions and transition processes, resulting in several reports, papers, presentations in conferences, conduction of workshops and international meetings, and organization of several initiatives and events. More recently, as special adviser to the Secretary of State of Industry of the Portuguese Government, I was responsible for accompanying the implementation of the Initiative Portugal Industry 4.0, the Cluster Policy and the Simplex+ Program, and participated in the preparation of the National Plan for Territorial Cohesion, and in the reviewing process of the National Program for Spatial Planning Policy.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
In the In Focus project, supported by URBACT, I had the role of co-coordinator of the URBACT Local Group, along with Professor Ana Teresa Lehmann, defining a participative approach, assuring the involvement of 20 entities, with local and regional coverage, including several municipal departments, the Managing Authority of the Regional Operational Programme, representatives from several clusters and companies, the universities, and the National Innovation Agency. From the 8 meetings initially planned, I organized and conducted a total of 4 meetings, before leaving to my new duty in the Secretary of State for Industry. Assuring a strong participative approach, the stakeholders interests were analysed, and discussions were developed for defining the problems to be addressed and work on the solutions. This work set the foundations for the development of an integrated action plan, which I started to design and develop.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
I have experience in the URBACT projects to prepare progress reports and midterm review reports, that would be discussed between partners. I have also experience with the USLG self-assessment tool and Local Action Plan assessment tool. Monitoring results and state of play was frequently discussed in or between meetings, in order to guarantee the successful implementation and delivery of the project.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
From regional to national and European policies, I have always tried to be up to date in terms of sustainable urban development. URBACT is a good source of information, with its reports and also with the best practices database. The European Commission has also important publications, as well as the OECD (Green Cities Programme), the BREEAM Communities, the Climate+ Development Programme, the Covenant of Mayors, the Eurostat, among other institutions and initiatives. Funding is available from the European Union, through ERDF, or in partnership with the EIB, for instance, as well as through the regional operational programmes. But also the World Bank, or the Inter-American Development Bank, have worked in financing mechanisms and have been supporting urban development projects, with an integrated and sustainable approach.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
During the work produced for the Local Action Plan of CSI Europe, I was responsible for adapting tools and methods to best involve different stakeholders of the Local Action Group in a cocreation process. I have worked in a context analysis of the city of Porto, identifying the initial problem and challenges, in order to best define the work focus . The main Actions were developed through a participative approach, and the identification of the responsibilities of different stakeholders were a special concern, as well as the description of the roadmap. Such methodology was also developed in the case of Second Chance Project and the In Focus, where I was the coordinator of the corresponding local action groups.
