B.1. Understanding of integrated and sustainable urban development:
As a Researcher in Cittalia (the Research Foundation of the National Association of Italian Municipalities), sustainable urban development is at the core of my interests and activities. Cittalia is active in research, data collection and analysis, policy advising and international networking in the field of urban policy.
I graduated in Sociology at Sapienza University through a dissertation on city networking in the field of participation (the contents of the dissertation can be found in this article: Os Orçamentos Participativos em Itália: Uma 'ponte'para a construção do Novo Município). I got a scholarship for the PhD program in Political Science at SUM - Istituto Italiano di Scienze Umane (now part of the Scuola Normale Superiore). As a PhD candidate, I conduced a field research on citizen participation in urban planning in Madrid, Paris and Rome. During my PhD, I got a pre-doctoral fellowship from Cornell University where I spent a research period at the Department of City and Regional Planning.
I have a long experience as a contracted researcher at the Social and Economic Sciences Department (DISSE) of Sapienza University of Rome, on projects regarding citizen participation. I am currently contracted professor in the same department, where I teach Urban Political Sociology. I also have teaching experience as a visiting instructor at the Rome Programme of Cornell University, and as professor in the Master on Participatory Processes promoted by universities of Tuscany.
B.2. Understanding of exchange and learning processes at transnational level:
As a researcher in Cittalia Foundation, I am currently coordinating the Italian National Network of SEiSMiC project (Societal Engagement in Science, Mutual Learning in Cities; www.seismicproject.eu). Founded by the 7thFramework Programme of European Union, SEiSMiC projects promotes the networking of urban innovators in ten European countries. In this context, I am in charge of identifying and gathering innovative urban actions in Italy and promoting the exchange and networking with European partners through national meetings, European fora and online platforms. In the same time on behalf of Cittalia, I am managing the capitalization activities of Egrejob (Euro-Mediterranean Green Jobs) project (www.egrejob.eu). The objective of the project is to close skills and unemployment gap of the concerned Mediterranean basin area easing the entering into the labour market of around 100 young people through ad hoc training programmes. Within the project, I am in charge of managing capitalization activities: background seminars, awareness seminars, reporting and data analysis, formulation of a “Euro-Mediterranean Green Jobs Chart”. Beyond the current activites, I have several experiences of international exchange. In 2011 and 2012, I was involved in exchange activities organized by Brazilian Government and WHO on citizen participation in health policy. In the context of my academic activities I took part to several international conferences.
B.3. Proficiency in English:
My whole professional experience is based on the use of English language. From 2003 to 2008, I worked as visiting instructor at Rome Programme of Cornell University, where I assisted visiting professors in giving the course “the European City” and I tutored students in their field researches. In 2007, I got a TOEFL certification with a score on 103/120. Part of the courses I attended in the context of the PhD programme in Political Science were held in English in collaboration with NYU in Florence and EUI in Fiesole. In 2010 I got a pre-doctoral fellowship and spent a research period at Cornell (Ithaca, NY), where I had to prove my proficiency in English. Due to my current job at Cittalia-ANCI, I am often involved in international events, conferences and meetings as a speaker and/or as organizer. I took part to several scientific conferences in Europe as a paper giver and to summer schools held in English. I am author of publications in English on the topic of urban governance and urban development in international scientific review and in edited books.

Summary Thematic expertise:
That on urban governance is my main field of interest. I am extensively working on this topic since my first research experiences on participatory budgeting at sub-municipal level in Rome in 2004. In the context of my PHD program, I carried out a research on participation in urban governance in Rome, Madrid and Paris. I have a long experience as a contracted researcher at the Social and Economic Sciences Department (DISSE) of Sapienza University of Rome, on projects regarding citizen participation. I am currently contracted professor in the same department, where I teach Urban Political Sociology. I also have teaching experience as a visiting instructor at the Rome Programme of Cornell University, and as professor in the Master on Participatory Processes promoted by universities of Tuscany Region. More recently, my main topic of intervention was the metropolitan governance reform that took place in Italy in 2014. As a researcher in Cittalia-ANCI I analysed and monitored the reform implementation and the reform impact on urban governance.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
I have a solid experience in the field of co-production and implementation of local policies. As a researcher in the National Association of Italian Municipalities (ANCI), I take part to projects supporting local governments in implementing policies. Recently, I am engaged in supporting newly founded metropolitan cities in formulating their strategic plans. The project is carried out by ANCI in cooperation with 14 metropolitan cities. Within the projects, I have organized meetings between local governments and stakeholders on the topic of participation and social innovation in metropolitan governments. In my previous professional experience, I collaborated with the Municipality of Rome in the frame of an agreement with Sapienza University of Rome. I took part to a project supporting participatory processes at district level through monitoring and analysing participation, interviewing stakeholders, writing reports.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
As a contracted researcher in the Department of Social and Economic Sciences in Sapienza University of Rome I took part in designing and implementing two project for assisting and advising the Municipality of Rome and the Province of Rome in participatory processes. The first project was called “Urban Policy, Participation and Civil Society in Rome”, and was developed in 2007 under the coordination of Professor Ernesto d’Albergo. The Department for Economic Development of the Municipality of Rome financed the project. In this context, I took part in monitoring participatory budgeting and participatory planning in two sub-municipal districts of Rome. The second project was financed in 2009 by the Council of the Province of Rome under the title “Local mobilizations and democracy in the metropolitan reform in Rome”. In this context, I took part in mapping and analysing the stakeholders in the territory of the Province of Rome to be involved in the metropolitan government reform process. In the context of these two projects, I resorted to a wide set of monitoring tools: surveys, databases, GIS, in-depth interviews, focus groups. This monitoring and advising activities brought about reports, publications and public events.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
As an employee in the National Association of Italian Municipalities it is my duty to be constantly up-to-dated about urban policy, and funding schemes at national and European Level. I keep up to date through a permanent activity of networking with international partners and analysis of main websites of European Union. My organization is provided with an office in Bruxelles and I am in permanent contact with my colleagues based there. I regularly take part to European meetings regarding urban policy and urban agenda. I was recently involved in the New Europe – Cities in Transition project. I have regular contacts with national contact points from the main programmes for cities in Europe (e.g. JPI Urban Europe). I receive newsletters from the main agencies in charge of giving account of funding opportunities such as APRE (Italian Agency for the Promotion of European Research).
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
Promoting the exchange and mutual learning is at the core of my professional experience in the National Association of Italian Municipalities. This gave me the opportunity to reach a good expertise in adapting methods and contents to local realities. I am currently involved in SEiSMiC project as a national network coordinator. SEiSMiC is about creating networks of actors involved in social innovation activities in ten European countries. These networks meet regularly to produce advises for the strategic research and innovation agenda of JPI Urban Europe, and to foster the dialogue between science and society at urban level. In this role, I have the responsibility of identifying stakeholders, setting the agenda, organize meetings, analyse the results. One of the main challenges was that of adapting the SEiSMiC model to local contexts. I have organized meetings in different Italian cities such as Rome, Naples, Milan, Turin, Bologna. This project gave me the opportunity to face the challenge of adapting tools and activities to local realities, analysing, mapping the stakeholders in each city, and realizing outreaching activities to involve local actors in the project.
