In 2015 the Council of European Municipalities and Regions has launched a process of reflection with its members on the future of Europe and of local government. Referred to as Debating Europe 2030, it provides an open forum where members can share their views from individual, local or regional perspectives. CEMR Congress in April 2016 will build on this exercise, using the contributions received throughout the process, and move towards the adoption of a common local and regional vision of Europe 2030.
URBACT will contribute to the discussions with two workshops:
1) "Networking for better policies: opportunities and benefits" on 22 April from 9.30 to 11.00.
Through testimonies from cities, this workshop will present the main features and benefits of transnational networking in URBACT III, the European territorial cooperation programme promoting integrated sustainable urban development in Europe. Representatives of the URBACT III Secretariat will also present the Call for Implementation Networks open from March to June for cities willing to exchange and learn how to best implement their integrated urban strategies.

2) "Sustainable food in urban communities" on 22 April from 9.30 to 11.00.
Presenting different URBACT city stories on local food policies and action plans across Europe, this workshop will explore how cities can better plan or deliver their local action on food starting from a basic diagnosis stage using the CRFSWatch Barometer (City Region Food Systems Barometer). The CRFSWatch Barometer is a qualitative process-indicators based tool for local authorities who wish to start working on the food issue as part of their local sustainability. It is a progress monitoring mechanism covering the 6 thematic areas of the Uban Food Policy Pact of Milan developed by IUFN and the Council of European Cities and Regions. The session’s goal is to associate European local authorities attending the CEMR Congress to the co-desing of the CRFSWach Barometer and to collect their qualitative feedback.
