Educational background: University Degree in Law (2002 - University of Pavia), thesis “the reformation of Local Public Transport in Lombardy” Professional background: Responsible Technical Secretary of Master Plan Navigli (Politecnico of Milan 2002-2005): -to clarify the legal-administrative framework around the ancient canals system of Milan, named “Navigli” and to rationalize the fragmentation of administrative competences (at national, regional and local level). -to develop projects related to the requalification of the Navigli in Milan with particular regard to the area of the Darsena, (here the result of the International Design Competition http://www.expo2015.org/it/cos-e/milano/la-darsena-di-milano ). Cast off! Water Tourism as a Job motor (2014-2015) in observation of the State of Brandeburg Ministry of Labour directives regarding the transnational exchange of expert knowledge for the development of a future oriented labour policy in the State of Brandeburg. Project partner Member of World Canals Conference Organizers working group (2015-2017) to coordinate WCC organizers and to support an effective exchange of best practices among inland waterways managers. The WCC brings together canal enthusiasts, professionals and scholars from around the world, to discuss about the protection of historic canals, the revitalization of harbour sites; canals as a means to promote tourism, spur economic development and urban renewal. World Canals Conference 2014: Lead member of the Organizing Committee and lead member of the Scientific Committee for the organization of the WCC2014 in Milan http://www.wcc2014.net/en/ Waterways Forward (2010-2012) – UE Interreg IVC: project manager and communication manager for “Navigli Lombardi”. Summary Expertise for the design and delivery of transnational exchange and learning activities: 
A long experience of territorial cooperation projects and transnational partnerships have improved the ability to adapt methods and tools to various levels of understanding/knowledge/experience, and enhanced a strong team ethic and sensitivity to partner dynamics and cultural differences. Those qualities were gained from Interreg IIIC “Voies Navigables d’Europe” (2005-2007) up to InterregIVC “Waterways Forward” (2010-2012), “Cast off! Tourism as a job motor …”(2014-2015) and the recent organization of the World Canals Conference 2014 in Milan. Skills recently expanded by the experience of a project for exchange of knowledge and good practices among universities “Water Cultural Landscapes” (2013-2014). Furthermore, the expertise about territorial dynamics has been supported by experiences at a local level: starting from “Master Plan Navigli” (2002-2004) up to the “Territory Area Plan Navigli Lombardi” (2008-2010). Those projects have increased: - the capacity to dialogue and involve private and public stakeholders at different levels; - the ability to produce concise reports that incorporate good practices and policy messages. Then, the most recent experience of cultural events organization (in the framework of “Expo in Città 2015” supporting the cultural offer during Milan EXPO2015) in collaboration of territories of Lombardy permitted the valorization of networks and local offers.

Summary Thematic expertise: 
As responsible of the Technical Secretary of the Master Plan Navigli (2002-2004) and thanks to my administrative background I worked for the Navigli Lombardi Company since its start-up phase (2004) till now. The activities and the role of the NLC are to be analyzed against a background, which is defined, on the one hand, by the search for public-private partnerships and, on the other, by the recognized need of promoting tourism as a tool for local development. As NLC’s project manager I’ve operated to: create services for the development of tourism in the area; plan and carry out development projects for the area through public-private partnerships in a teamwork context; plan and organise events and occasions for sport, leisure, art, design. From a legal point of view, the NLC is established under the form of a limited liability co-operative society, the aim of which is not to distribute profits but rather to pursue a mutual aim among the members. The Company, therefore, represents an organizational model that involves all the political and government levels, namely, the regional, the county and city council ones. The Master Plan for the Navigli constitutes the body of knowledge which forms the reference point for any interventions planned to date in the area and in the construction phase of the Spatial Plan for the Navigli Area, a cognitive analysis was carried out in order to highlight possible development potential and any critical issues to be investigated and resolved.

Summary Thematic expertise: 
The history of Europe’s waterways is interwoven with the adjacent landscape. Over the course of history, their hydraulic and technical complexity determined the structure of settlements, rural organization of the countryside and urban planning, playing a decisive role in the economic development of the regions. In Lombardy, for example, countless homes of the nobility were located along the banks of the Navigli and contributed to the development of the canals themselves and the historic centres which sprang up along the canal and the surrounding area. These historic sites, together with the surrounding natural environment, are treasures to be safeguarded and further developed to support tourism, culture, and the economy. I would like to focus on re-evaluating the cultural heritage of the Navigli and other European waterways and preserve their natural surroundings and historical context. The Navigli System is endowed with landscape and environmental resources which make up the identity of the Region. These elements must be recognized for the valuable asset they offer and be safeguarded against the risk factors such as deterioration, neglected conservation and inappropriate use of the surrounding area. The inter-relationship woven between the historical and memorable values, the natural features and the farming tradition gives the area, crossed by the Navigli System, a complex environmental identity which is clearly perceived and deeply felt by the local populations.

Summary Thematic expertise: 
Tourism has probably been the largest growth industry in recent years and the theme “Tourism&Culture” constitutes a possible strategic response to the sustainable and lasting development of an area, which as such, hinges on the right balance between exploitation and conservation of both environmental and cultural resources. It is increasingly evident that the success of a tourist destination and any area in general depends on the capacity to develop a number of distinct themes, themes which encapsulate the strong points of that specific place. As a consequence, marketing strategies must search for the distinctive elements and features which can give a competitive edge and justify the resources invested in promoting the area and local development. The objective of local development projects must therefore be to define and implement an “integrated system local development pact” in order to: identify the territorial context as a tourist destination with a strong participative value and define local growth and development strategies. In this light, any action and intervention planned aims to lay the foundation for innovative models of cooperation in the area between the local bodies involved, all with a view to improving the development capacity of the area in question. Defining the local development strategy is therefore an essential component in the concerted decision-making process needed to make the entire development process sustainable rather than just individual initiatives.

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices : 
PTRA Navigli (2008-2010) working group member The PTRA Navigli (Navigli Spatial Plan, adopted as a Regional Law in 2010) is a focus on the Navigli area, already identified in the Territory Regional Area Plan. Since the main objective of the administrators of the area must be to boost exploitation of the architectural heritage and environmental resources which the area offers, regulating the transformations of the area by means of proper use of resources and limiting the damage caused by heavy urbanization along some stretches of the canals system. This system is endowed with landscape and environmental resources which make up the identity of the Region and must be recognized for the valuable asset that it is and safeguarded against risk factors such as deterioration, poor conservation and inappropriate use of the surrounding area. The PTRA is essential to analyze the interests at stake in order to develop policies of governance for intervention and planning instruments in such a way as to create opportunities for sustainable development and improving the quality of life to attain a quality area in the heart of Lombardy. E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies: 
Monitoring PTRA Navigli (2014) Lead member monitoring working group Navigli Lombardi has been appointed to perform the activity for the monitoring of actions taken to implement the PTRA Navigli. Considering the profound inter-relation between the objectives of the Plan and the imminent event of “Milan EXPO2015”, it has been decided to concentrate the monitoring activity on three objectives, (Ob. “Create a cycling path to enhance slow mobility”, Ob. “Redevelop and re-use the existing historical architectonic building heritage”, Ob. “Develop the capacity of accommodation, hospitality services and territorial marketing”) which can provide a detailed and exhaustive picture of the actions of redevelopment of the territory, so that it can become a destination for tourism based on soft mobility and a varied offer of services of hospitality and cultural proposals. The monitoring of these objectives has allowed a unitary analysis of the strategy of redevelopment of the Navigli System which has been carried out through controls municipality by municipality and including some evaluations, of a territorial nature, in particular through: • the recognition of the cycling and pedestrian paths, with the identification of those which can be used, scheduled and/or to be created; • the recognition of the projects of redevelopment of buildings of historical and architectonic value; • the recognition of info on accommodation and hospitality services to develop widespread hospitality.

E.4. Ability to understand specific local situations and adapt tools and content to different local realities: 
PTRA Navigli The PTRA Navigli is a new generation instrument of territorial governance of the Lombardy Region, coherent with the strategic vision of general and sector planning, which does not plan all the territory included in the plan, as in the old town and territory planning plans, but areas and themes on a regional scale that are particularly complex and delicate. It is based on an active participatory process between associations and authorities at various levels, dealing with topics which are of very different types, but which have territorial consequences managed through a systemic approach. The Area Plan has also been the opportunity to orient and give direction to minor actions, linked to the event of Expo and in the unoccupied territory and in the consolidated urban fabric, within a planning that overcomes the local and provincial divisions, with the purpose of increasing social benefits and reducing the environmental impact. In this direction, there has been an attempt to integrate the city into the system of slow and fast mobility networks, to create a relationship between the unoccupied areas and the built-up areas etc. The system of the waterways and land routes proposed in the plan is structured not only through the positive outcomes of the urban and environmental system, but also through work in degraded areas, optimizing the occasion of the EXPO event to regenerate the peripheral areas of the metropolis
