Robert Arnkil, Licentiate of Psychology, has been a Lead Expert for two Thematic Networks of URBACT (My Generation and My Generation at Work) 2008 – 2015, which were about youth employment and entrepreneurship, involving a 12-city partnership. He is an experienced facilitator of workshops and leader of complex projects, and an innovator in methods to promote dialogue. B.2. Understanding of exchange and learning processes at transnational level: 
Arnkil has been a lead expert in two Urbact transnational thematic networks, My Generation and My Generation at Work, in 2008 – 2015. He has been involved in several other transnational projects over the decades, including several EU Peer Reviews on Employment, Training and other issues, Evaluation of ESF and ERDF on a European level, evaluation of Occupational Safety and Health Agency (OSHA) of EU, Open Innovation development in the EU CLIQ ERDF funded project and Global City Development project Cities of Tomorrow by the Bertelsmann Foundation. Arnkil is a member of the EU Employment Policy Observatory Expert Network, Arnkil has been active in developing original dialogue and learning methods like the Good Future Dialogue.
B.3. Proficiency in English: 
Arnkil is proficient, C2, in all aspects of English and has worked in several transnational projects, where the working language has been English and has published in English over 30 years, studied English at University, and was an exchange student for a year in the United States in his youth.
