Zalau

The municipality of Zalau is situated in the north-western part of Romania, in the centre of Salaj County and the center of the north-western Development Region, at the bottom of Meses Mountains. Zalau has an attractive natural environment. The relief is predominately represented by hills and valleys and the climate is temperate with no extreme phenomenon. The total surface of the city is 9009 ha, from which almost 1/3 is occupied by forest. The incorporated area is of 1788 ha.The municipality has about 63,000 inhabitants of which 81% Romanians, 17% Hungarians, 2% other nationalities. Zalau is governed by a mayor, 2 vicemayors and a Local Council, all elected for 4 years.

Zalau City Hall has a sustainable development strategy for 2008 – 2013, that was approved by the City Council in 2008. All of the problems / issues identified in the strategy had their own general and specific objectives, actions to be taken, an estimated time for implementation, organizations responsible and financing sources. They also had monitoring indicators for each action.

Because the present strategy is for 2008 – 2013, it is necessary to start the developing of the strategy for the future time period, 2014 - 2020. Considering the above mentioned, we want to imp ove the monitoring process because the results of this process represent the starting point for the future strategy. The monitoring indicators used until now are outputs (eg. km of sewage network), not outcomes (ex. pollution reduction, quality of surface water); the indicators that we use presently do not help us to evaluate the sustainability
of actions / objectives.
