URBACT LINKS Project is looking for a Lead Expert

The LINKS project addressing the issues of sustainability in historic urban areas has entered its implementation phase. LINKS is now looking to appoint a Lead Expert to support the activities of the project led by the city of Bayonne through the remaining lifecycle of the project.
What is LINKS about?
Historic centres are tomorrow's eco-districts. This is a hypothesis that the cities involved in the LINKS project want to prove. The acronym of the project LINKS summarizes the issue that the partners want to address: "Low tech Inherited from the old European city as a Key of performance and Sustainability".
Even though historic centres are already showing some advantages to be regarded as THE sustainable city model, they suffer from a certain loss of interest and are encountering difficulties in responding to demands in terms of housing and accommodating modern way of life.
The goal of LINKS is to answer to these main questions:
The partnership and agenda of the project:
The project Lead Partner is the city of Bayonne (France) and the partners are: Alméria (Spain), Anderlecht (Belgium), Brasov Metropolitan Agency (Romania), Budrio (Italy), Delft (Netherlands), Freiberg (Germany), Kilkenny (Ireland), Veria (Greece).
The Implementation phase of the project will last from 24th of August 2010 to 24th of February 2013.
The Lead Expert' role and tasks :
URBACT programme manual gives the definition of the role of the Lead Expert : the Lead Expert will support the partners during the implementation of the work programme, ensuring consistency among all activities, and supporting the partners with the organisation of the exchange and learning process (in terms of thematic and methodological input), and with the production of interim and final outputs. The Lead Expert shall provide guidance to the Lead Partner for the quality of the team dynamics among the network partners and with the team of 'ad hoc' thematic experts.
The task expected from the Lead Expert at the project level:
*It is important to notice that the regular production of quality interim outputs aims to simplify the production of final outputs. This comment is to be taken into account to plan the number of days to dedicate to the mission of the Lead Expert.
The task expected from the Lead Expert at the programme level: At the level of the Programme, the Lead Expert shall also take part in capitalisation and dissemination activities undertaken by the URBACT Thematic Poles. In particular, he/she shall act as relays connecting networks to the relevant thematic poles in the context of the development of thematic dossiers, the organisation of dissemination, communication and information events, and so forth.
The profile expected :
Experiences and knowledge in the field of sustainable development is mandatory. Knowledge in energy efficiency of buildings will be an advantage. An experience in development of economic networks would be highly appreciated. An experience of working in the European project sphere will be positively evaluated.
The Lead Expert must be perfectly fluent in English (written and spoken) and a French speaker will be appreciated. The lead expert must be ready to work in a spirit of moderation, to understand and to take into account local priorities, to valorise the diversity of cultural approaches within the partnership in order to implement the methodological framework of the LINKS project.

- How can the real adequacy of historic centres be assessed in relation to a modern way of life in order to achieve a sustainable and desirable housing environment in the heart of the city and for a diversified population?
- How can historic and architectural characteristics, usually considered as a constraint, become an asset for eco-restoration? Panels of technical solutions must be established in a way to utilise the resources of traditional architecture (the part of the low-tech: natural, local and organic materials – passive climate management) as well as the perspectives given by innovation (part of the high-tech).
- How can eco-restoration be an asset for the green economy? How to improve the economic viability of eco-restoration and stimulate local markets? How to develop local sourcing and procurement of materials and skills?

- To support the Lead Partner to animate and to mobilize the partnership, to implement the work programme, and to produce interim and final outputs*, ( preparation papers and reports of meetings, 5 newsletters, on-line data base, case studies, recommendation to E.U. and final report).
- To prepare and facilitate the 4 thematic meetings of the project (inputs, organisation, methods), to produce synthesis and valorisation of the results of these events (communication material, document to be used by partners in the framework of the work programme...).
- To support each partner in implementing the project at the local level through involvement of the URBACT Local Support Group set up by each partner city, in establishing coherent relationships with his Managing authorities and in elaborating his city’s Local Action Plan. The lead partner must propose the methods and necessary assessment tools intended to monitor the elaboration of the Local Action Plans.
- Production and drafting of the "case studies".
- To support the Lead Partner to develop a coherent and lively communication plan.
- To support partners to define dissemination targets and objectives as well as the actual dissemination activities within each city.
- To prepare the content of the final conference.
