Sesto San Giovanni
The city suffers problems associated with the presence of abandoned land and the obsolescence of housing stock and built environment. Though a good level of general services, there is a lack of amenities and attractions, and a lack of services targeted to new population groups.
The city of Sesto San Giovanni have to reuse the remaining vast area of industrial, disused and polluted land now lying near the centre of the town. Using these areas, the city must define an urban redevelopment strategy to redesign and re-launch its future long-term economic role. The strategy improve the coordination of the urban planning processes and integrate the wide and varied objectives of economic, social, environmental, cultural local policies.
Implementing this long-term strategy, the city have to improve the territorial governance ensuring the involvement of other public authorities (national, regional, provincial and other municipal authorities interested) and the involvement of private actors on the other hand.
Recently, the City Council subjected the new strategic plan under construction, the Piano di Governo del Territorio, to an evaluation process called Valutazione Ambientale Strategica in which local stakeholders and other public authorities were implemented. The city should pass from the pragmatic approach used tackling the industrial crisis to a new approach in managing urban transformation more interested in social cohesion, sustainability and better quality of life.
Sesto San Giovanni can share its experience of multi-actor and multi-sector approach promoting urban programmes and policies, especially in the field of clearing contaminated areas.
The city of Sesto San Giovanni offers two great and interesting opportunities for testing NeT-TOPIC political and technical tools, at a local scale and at a metropolitan scale.
Firstly, the city council of Sesto San Giovanni is actually evaluating the Renzo Piano’s master plan for Falck steelworks area (an abandoned industrial area of 1,5 million of sq m), that should complete the transition from an industrial city to a technological and service city. Furthermore the Sesto San Giovanni urban planning must deal with the Milan EXPO 2015 that should promote the competitiveness of the whole Milanese metropolitan area.
