Bytom

According the Leipzig Charter, cities should making greater use of integrated urban  development policy approaches and take special attention to deprived neighbourhoods within the context of the city as a whole. At the moment we’re beginning to create the Development Plan for Bytom, as an strategy implementation programme. This moment is maybe also good for implementation the Leipzig Charter principles. Bytom and the Silesia Region are the convergence area, so all principles of LC meet our needs and priority. From one hand we need integrated urban development policy approaches and from other hand we take a special attention to deprived neighbourhoods within the context of the city as a whole (eg. Revitalisation Programme for Bytom). The main challenge for us is to build a monitoring and evaluation system, which will be helpful to us to measure the progress of integrated city development implementation.

Zgodnie z zapisami Karty Lipskiej, miasta powinny na większą skalę wykorzystywać zintegrowane podejście do polityki rozwoju miejskiego oraz zwracać szczególną uwagę na najuboższe dzielnice w kontekście miasta jako całości. Obecnie przystąpiliśmy do opracowania Planu Rozwoju dla Bytomia, programu operacyjnego wdrażającego zapisy strategii. Być może jest to także dobry moment na wdrożenie zasad Karty Lipskiej. Bytom i woj. śląskie są obszarami konwergencji, stąd wszystkie zasady KL wpisuję się w nasze potrzeby i priorytety. Z jednej strony zauważamy potrzebę zintegrowanego podejścia do rozwoju miast, z drugiej natomiast skupiamy specjalną uwagę na ubogie dzielnice w kontekście miasta jako całości (np. Program Rewitalizacji Bytomia). Głównym wyzwaniem dla nas jest budowa systemu monitoringu i ewaluacji, który będzie pomocny w mierzeniu postępu we wdrażaniu zintegrowanego rozwoju miasta.
