Mot

MOT is an association which facilitates the implementation of local cross-border projects between France and mainly neighbouring countries. The MOT network has 52 members in 10 countries, including 8 EU Member States, ranging from local authorities, cross-border bodies and federations to large enterprises. Its activities can be divided into four main headings: operational assistance, establishing networks and training, support in defining overall strategies, and European programmes. It also acts as an intermediary between local players, and national and European authorities. Recently MOT has launched EUROMOT, a European network of cross-border local authorities, together with two other partners which are Eixo Atlantico, a network of border towns in North Portugal and Galicia in Spain, and City Twins, a network of twin cities in Germany, Poland, Estonia, Latvia, Sweden, Finland and Russia. Because of the disparities of all types that characterise cross-border territories, they have a greater need for multi-level governance, implying a continuous dialogue between the municipalities and their cross-border groupings, programme managing authorities, regional, national and Community authorities. MOT is representative of local authorities involved in cross-border cooperation, while also being recognised and supported by the higher levels: regions, states, European institutions. It aims to be an interface between these levels, at the service of interoperability between local, national and European systems.
