This document is a practical guide for URBACT Resourceful Cities APN partners. Its purpose is to help them to:
• design monitoring indicators and a simple monitoring framework that can be used to monitor progress of their interventions planned in their IAP, and
• assess the most important risks related to the implementation of their planned actions.
You can use this Quick Guide in combination with slide deck from the monitoring training session. The URBACT guidance document: “Guidelines for co-producing an integrated action plan” in Table 3 presents the “7 identified aspects of a detailed action plan”. Aspect No6 is that the IAP identifies a set of indicators which can be used to monitor progress, while Aspect No7 requires that the IAP should set out a risk assessment for the planned actions. However, monitoring and risk assessment are not just URBACT requirements; it is in the interest of partners to:
• have a set of indicators and a simple, functional monitoring framework in place, enabling them to monitor progress of delivery;
• be aware of the most important risks and be prepared to mitigate their negative impacts.
