B.1. Understanding of integrated and sustainable urban development: 
With 20 years of professional experience linked to local and urban development, I have witnessed the evolution of that concept from the “local social capital” EU initiative I followed before the 2000's to the sustainable climate and energy action plans developed under the covenant of Mayors (which are not integrating all dimensions of the sustainable urban development), I have seen both the limits and benefits of having integrated and sustainable urban development strategies in parallel to other planning processes( such as climate, mobility...). I have an extensive knowledge of the social inclusion dimension mainly through housing and employment policies (through projects and policy developments at Housing Europe, the European Federation of social housing). One of the last publication I have contributed to is the review of 5 cities local energy and climate roadmaps (https://energy-cities.eu/publication/local-energy-and-climate-roadmaps/)
B.2. Understanding of exchange and learning processes at transnational level: 
Through projects at different scales, from national institutions to local groups, I have been coordinating and/or steering /developing dozens of transnational exchange projects like specific peer to peer learning programmes such as TANDEM (Energy Cities), Prospect (Energy Cities); policy-oriented networks such as Covenant of Mayors Board of Directors (steering the agenda, facilitating exchange); local groups learning exchange such as US-EU Energy Allies project (with the German Marschal Fund); Covenant of Mayors East (with EU neighbourhood countries)...( https://energy-cities.eu/projects/)

Beside daily follow-up of all related EU policy and legal developments impacting cities ‘actions; I have conducted in-depth research on local governance and cooperation between citizen and cities around the "common goods" and wrote articles in collective publications with academics and practitioners. I have co-designed several capitalisation and awareness raising tools to adapt to a diversity of audiences and formats to transfer projects results.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices : 
Designed, and Actively involved in two pilots for transformative local governance, - through our project POTEs with the Bourgogne France Comté Region in France, where we proposed and are facilitating the creation of horizontal working group inside the administration to work on strategic planning for the energy transition (on-going). tools developed include initiating dialogues with outsiders; prospective planning tools.... - member of the advisory board of the TES programme (Transition énergétique et sociétale; Nantes area) where we test new governance modes between administration of different levels and citizen communities. this project is a research-action based on pilots in 3 territories, urban and rural, where new dynamics emerged
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies: 
Following up the EU Urban agenda development, since the adoption of the Leipzig Charter, and having participated to a number of EU Housing and Urban Minister's meeting in the follow-up of the Charter, I have a deep knowledge on the institutional context. I have been following the evolution of what is called the "integrated approach" of urban strategies from being involved in the selection of Local Social Capital programme of the European Commission in the year 2000; to the development of SEAPS (Sustainable energy action plans) by Covenant's signatories, and mobility plans; or the rise and fall of the Agenda 21 approaches. the Climate budgeting; or Climate proofing, which we have researched in our latest publication (based on our research I have developed a training session of local councillors (in FR)) offers a new approach which might be more successful.
