Main policy issue to be addressed in relation to the selected topics

At a local level, urban security can refer to various forms of crime and an actual or perceived lack of security which is largely determined by several factors some of them related with urban planning. Urban planning is a key element in the definition of the cities spatial design which have a direct influence on spatial segregation of society and in the perception of urban security by citizens. The city of Leiria has implemented a video vigilance system in its Historical Centre and plans to develop a methodology, consisting of replicable and extrapolable tools, able to monitor urban security and to evaluate urban planning actions and their potential to increase security perception and reduce risk perception. The aim is to work on the impact of urban planning in urban security, providing involved cities with a series of innovative tools (practical actions, strategies) led by the local authorities and stakeholders, in order to give answers, such as: 1. How can urban planning help reduce urban crime and violence?; 2. How can planners create safe and healthy places? 3) How can these actions be measured. This will be done at a local level in the study areas proposed but with the aim to use this experience as a model to adapt to other urban areas. In addition, the goal is also to lead a network to undertake specific actions in an integrated and participatory way, in order to improve the role of urban actions and improve urban security and citizens quality of life.
