B.1. Understanding of integrated and sustainable urban development: 
Isabelle De Voldere is senior economist at IDEA Consult. She has over 20 years of work experience in both academic and applied policy research and advice. Her work focuses on sectoral and regional competitiveness, industrial organisation, innovation and entrepreneurship. Isabelle collaborated and managed several research projects for clients such as the European Commission, Flemish and local governments, sector federations and policy institutes. Since 2008 she has been involved in and has led different projects analyzing the competitiveness of EU industries and regions. She is specifically interested in the role and impact of the creative industries in local and regional development. Since 2006, Isabelle's work has particularly focused on promoting and strengthening the cultural and creative industries at regional and EU level through research, framework analysis, policy support, etc. Through her work, Isabelle continues to identify conditions for the development of strong CCS and on stimulating their contribution to innovation, urban development and socio economic growth. Isabelle collaborated and managed several research projects for clients such as sector organisations, regional and European authorities.
B.2. Understanding of exchange and learning processes at transnational level: 
Transnational exchange and learning are at the core of Isabelle’s work, be that by interacting with stakeholders from different countries and bringing them together to facilitate knowledge exchange and peer learning; by developing case studies and showcases coming from different countries and regions to further inspire policy makers and stakeholders, or by presenting research finding and policy recommendations to representatives of all EU member states at the European Cultural Affairs Council. Having led or participated in numerous projects with international consortia of partners, she has not only a good understanding of exchange and learning processes at transnational level, but also extensive experience in applying such processes in her own work as well.
B.3. Proficiency in English: 
Continuously working in international projects, Isabelle has full proficiency of the English language. She has extensive experience in report writing in English (many of IDEA’s project reports are written in English), animating workshops in English or giving presentations at international conferences. She is used to participating in and chairing meetings in English, in a multicultural setting.

Isabelle De Voldere works as a senior economist at IDEA Consult. She has over 20 years of work experience in both academic and applied policy research. Her expertise lies in research on sectoral and regional competitiveness, industrial organisation, innovation and entrepreneurship. Isabelle collaborated and managed several research projects for clients such as the European Commission, regional and local governments, sector federations and policy institutes. In the last 10 years she has developed a particular interest in analyzing and strengthening the competitiveness of professional cultural and creative actors, including improving the framework conditions and access to finance for freelancers, micro-enterprises and other creative entrepreneurs. She was project leader of several recent European studies on the economics of cultural and creative sectors such as the “Survey on access to finance for cultural and creative sectors” (providing input to the EC and the EIF to refine the in 2016 launched CCS guarantee facility in the Creative Europe programme), "Creative Value Chains in the digital era" and "Crowdfunding: reshaping the crowd's engagement in culture". Between 2015 and 201, she provided strategic advice to the Flemish government to develop a policy framework to improve access to finance for cultural and creative actors, including access to microfinance and so-called ‘social or informal’ finance ((corporate) giving, crowdfunding, impact investing).

Isabelle De Voldere works as a senior economist at IDEA Consult. She has over 20 years of work experience in both academic and applied policy research. Her expertise lies in research on sectoral and regional competitiveness, industrial organisation, innovation and entrepreneurship. Isabelle collaborated and managed several research projects for clients such as the European Commission, Flemish and local governments, sector federations and policy institutes. Since 2008 she has been involved in and has led different projects analyzing the competitiveness of EU industries, such as the eco-industries, tourism industry, fashion industries, and studies analyzing among others the impact of EU business related services industries on the competitiveness of manufacturing industries and the role of tourism SMEs in global value chains. In the last 10 years she has developed a particular interest in analyzing and strengthening the competitiveness of professional cultural and creative actors, including improving the framework conditions and access to finance for freelancers, micro-enterprises and other creative entrepreneurs. Isabelle obtained the degree of commercial engineer at Catholic University Leuven in 1996. Previous to her work at IDEA Consult, she has been researcher at the Vlerick Management School and Catholic University of Leuven (Faculty of Economics and Applied Economics).
