There is a good identification by the City of issues & policies' content, but limited knowledge among population of energy goals and targets and of return on investments in energy efficiency in their home. This leads to important disparities in the co-ownership housing stock.

Energy policy and legislation

Covenant of Mayors signed in 2010.
For 2010, Town plans a carbon assessment & an action plan to reduce GHGs by 20%.
In 2008, Town and Social housing corporations, together with the Explicit cabinet, have developed an energy strategy
In 2004 Local Agenda 21 has been elaborated and has been updated in 2011. It includes energy-saving.

Actions on Energy Matters

Existing actions

OPAH thermal improvement programme targeted on energy-saving & cost reduction for modest co-owners.
In 2008 Les Mureaux agreed a strategy with the 8 biggest Social housing Cies. based on:
implementation of a biomass based district heating system (large scale expansion);
improved energy efficiency for public & social housing based on energy audits;
influence tenants behaviour;
systematic monitoring.

Planned actions

City project is to build a biomass boiler functioning >70% by wood, connected to almost 2000 houses in 2011 and around 3500 foreseen in 2016, financed by Heat fund, allowing some reduction on fossil energy consumption.
Energy awareness raising, The Cabinet Explicit is proposing a communication strategy.
Setting up of a pedagogical apartment for the promotion of energy conservation.
