B.1. Understanding of integrated and sustainable urban development:
I attended several lectures and seminars on Smart City and Sustainable Urban Development, in the context of conferences.
I led the “Roma Smart City” project with the SGI Association, in the context of which I participated as speaker in several Italian events (in Geneva, in Rome), that we organized, and in International workshops (international projects like "SuperHub", "The Nameless City . Urban forests").
Our analysis of smart city, smart communities and sustainable urban development (that we entitled "the SMART City Agenda" where SMART in English means Sustainable Mobile Enabling Resilient Transparent), in the context of the “Roma Smart City” project, was reported in several papers and included in the “Smart City Vademecum” edited by ANCI (National Municipalities Association) Observatory on Smart City.
As VP of SGI Association I was involved in the activities of the National Initiative on Smart Community led by the Agency for Digital Italy.
I also hold seminars on Smart City and Sustainable Urban Development (i.e. for students in La Sapienza University, for a public sector audience with Eurosportello) and I was member of a Tender evaluation commission, as expert, in the context of Velletri Smart City project.
B.2. Understanding of exchange and learning processes at transnational level:
I was involved in several international projects and workshops in the area of knowledge management, collective and individual competences, learning processes. In Italian language I wrote several papers and books on these subjects.
Here some examples of international projects
* BIVEE European Project, as expert for the "Innovation Manifesto" initiative and the scientific organization of the “Innovating Innovation" final conference.
* Rocket European Project, EU project for the definition of a roadmap in Learning and knowledge management: as knowledge manager expert, I was responsible for requirements definition;
* E-NLL- Over 50 and ICT European project, as expert for the "Smart Communities, Digital Literacy, Citizens Participation" final Seminar.
Here some examples of international workshops:
* The Italian Digital Agenda, open data policies and the actions to improve smart innovations, SuperHub European Conference, “Smart Mobility in changing cities”, 2014
* How Project Teams Develop: a pragmatic approach based on Collective Competence and Learning By Acting, IPMA World Congress, 2008
* Process Improvement and the role of training for effective change management, GITMA World Conference, 2007.
* Effective change management through integration and knowledge governance, IEEE conference, 2006
* Towards the e-enterprise: leading a knowledge-based organization in the Internet era, “International Conference on Knowledge management and e-learning”, 2002
B.3. Proficiency in English:
In 1989 I worked 6 months in the Advanced Technology Center Olivetti (California).
Afterwards I attended as participant and speaker to several conferences and meetings, and I was involved in several international projects.
Expertise for the design and delivery of transnational exchange and learning activities:
Summary Expertise for the design and delivery of transnational exchange and learning activities:
I think that projects and its activities (meetings, exchange and learning activities) can be facilitated when using a blended approach, with both social media, collaborative tools and efficient and effective "open-mind" methodologies, in a face-to-face and online integrated fashion.
That's why I started from a syndag derived approach, in presence, evolving to an "open talk methodology", where open talk needs an online preliminary activity by wiki and social media forum and requires people engagement before the in-presence activity.
When a brainstorming is required, the adapted"syndag" method can be used, as a brainstorming method that allow participants to express their needs without a ready-made solution, collecting point-of-improvement and proposals from "scratch" in order to cluster them in a bottom-up fashion.
Methods and tools are to be used in a flexible way, according to the people to be involved and the aim of the activity. But when designing communication in transnational teams I think important to use in a extensive way visual supports (using video or presentation tools).
Both Open Talk and adapted-syndag methodologies are useful to produce short final reports based on a shared and common vision. The knowledge becomes common propriety.
Effective participatory process and partners engagement are necessary for the project success. I think that leadership in transnational projects means empowering partners.

Summary Thematic expertise:
The research experience, apart from the one carried out in different areas (ICT, Management and Organization - see the CV in detail for collaborations with the Treccani, with Cattid, with universities or European projects ), and then on the areas of innovation policy and the Digital Agenda, it relates in particular to analysis and report in several fields
• strategies and the implementation of innovation policies, reported in the annual editions of the "White Paper on Innovation" (ICT Observatory, 2004-8) and in the book "The Innovation Betrayed";
• Analysis of innovation policies and strategic definition, reported in the eBook "Put in your agenda the future of the country" (SGI Association, 2011),
• strategies and the implementation on the "digital skills", reported in the "Guidelines of the national program for culture, education and skills," (AGID, 2014);
• smart city, smart communities and sustainable urban development, in the context of the “Roma Smart City” project, reported in several papers and included in the “Smart City Vademecum” edited by ANCI (National Municipalities Association)
• roadmap in Learning and knowledge management: Project Rocket, EU project.
Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
One relevant project was in the context of the Umbria Digital Agenda participatory process, where I was in the management project board, I coordinated one of the teams, the related position paper and the open talk methodology.
We started with an Ideas collecting tool (Ideascale), then all the contributions were used as basis for a position paper (using wiki) that we used for the workshops in a two-days conference in Perugia with all the stakeholders (public administration, citizens, associations, enterprises).
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
Designing strategies and policies for Smart city, smart communities and sustainable urban development, in the context of the “Roma Smart City” project. We proposed a dashboard based on the SMART Agenda according to the six Smart City dimension model.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
I'm up to date thanks to:
* EU newsletters and websites
* conferences from APRE (Italian Agency supporting Italian participation in EU projects and funds)
* participation as expert in the Digital Skills National Program led by Agency for Digital Italy
* participation as expert in the Digital Agenda Observatory led by the Business School of Management of the Milan Politecnico
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
In the context of the Umbria Digital Agenda participatory process we used more than tools according to the different stages of the process. I was in the management project board, I coordinated one of the teams, the related position paper and the open talk methodology.
We started with an Ideas collecting tool (Ideascale), then all the contributions were used as basis for a position paper (using wiki) that we used for the workshops in a two-days conference in Perugia with all the stakeholders (public administration, citizens, associations, enterprises).
