The professional and research interests of Evangelos fall under several topics, indicatively mentioning: sustainable mobility, public transport, flexible transport, strategic planning, urban and interurban logistics, personalised marketing, public engagement, innovation management, mobility of vulnerable groups. Since 2009 he has been working as a project management consultant in several projects on research, innovation and territorial cooperation, in which one of the core aspects was sustainability. Indicatively mentioning, sustainable transport and mobility in urban areas and peri-urban areas (FLIPPER/INTERREG IVC, SmartMove/IEE Programme, CIPTEC/H2020, PE4Trasn/INTERREG EUROPE), sustainable management of ports (SuPorts/INTERREG IVC, COMPETE/Thales). He has run several studies and campaigns with the aim of raising awareness on sustainable mobility, engaging people in the planning process for urban interventions (e.g. CIPTEC campaigns) and encouraging sustainable citizens’ behaviour. He is a certified auditor for the ADVANCE certification on sustainable urban mobility progress. He has been a co-author in more than 25 scientific publications, the majority of which is covering topics related to sustainability aspects. The academic background of Evangelos is civil engineering, having concentrated on topics related to transport, sustainable development and project management at the Aristotle University of Thessaloniki and University of Leeds.
B.2. Understanding of exchange and learning processes at transnational level:
Evangelos has worked in the implementation of more than 13 international projects of research, innovation and territorial cooperation with the involvement of several partners coming from various fields (business/industry, governance, and academia). The majority of these projects included activities related to capacity building, exchange of experiences and knowledge enhancement, such as interactive workshops, study visits, conferences, seminars and meetings. In this frame, he has gained experience in the (i) design and planning, (ii) organisation and implementation, (iii) facilitation and moderation, and (iv) mentoring and coaching of sub-facilitators of exchange and learning processes. He is aware and familiarised with several interactive and triggering methods applied in participatory activities, co-creation and collective intelligence processes. He has also experienced an absolutely multicultural learning environment at the University of Leeds, being there as an Erasmus exchange student.
B.3. Proficiency in English:
Evangelos is working since 2009 in the field of management and implementation of cooperative projects at European level. The main working language for his cooperation with the foreign project partners is English (daily email communication, preparation of reports, online and physical project meetings). In parallel, he participates regularly in international conferences by delivering oral or poster scientific announcements. Evangelos has lived in England, at Leeds, for one academic year, in 2006-2007. He studied at the University of Leeds as an Erasmus scholar by attending and passing all courses of the Master programme on project & construction management (75 ECTS). In 2018-2019, he had also worked for a six-months period as a Senior Researcher in a British research and consulting company.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
I am aware of and familiar with several methods, techniques and approaches related to participatory, interactive and co-creation processes, which can be applied in various fields, such as engagement of public, visioning collectively future scenarios, evaluation of alternative options, etc. I have used such processes very actively in CIPTEC co-creation workshops and PE4Trans citizens panels, where the agenda was based in an appropriate mix of methods and techniques in order to lead to the desired results. I have been co-author of three scientific papers on co-creation and participatory methods in TRA, ICTR and ICEIRD conferences.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
In the frame of the projects FLIPPER and SmartMove, I have designed and run questionnaire surveys after the end of the pilot and the campaign, respectively, in order to monitor the citizens opinions and evaluate the effectiveness of the interventions. I am a certified auditor of ADVANCE audit tool, which is a practical tool for improving Sustainable Urban Mobility Plans (SUMPs) in cities and municipalities, by providing a systematic evaluation method and guidance (http://eu-advance.eu/index.php?id=67&country=Greece). On behalf of CIPTEC project and as responsible for the evaluation aspects throughout the project implementation, I was member of the CIVITAS Evaluation Coordination Group (2015-2018). This way, I had the opportunity to follow the discussions on the formulation of a common methodological process for evaluation to be applied in the future CIVITAS projects (CIVITAS is an initiative related to the promotion of sustainable urban mobility). At last, I have been involved in projects related to accessibility where the task was to complete a special check list in order to assess the accessibility level of urban infrastructures.
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
Through my professional experience, I am aware of and funding schemes for sustainable urban development at EU and national level, for example: innovative procurement instrument, INTERREG EUROPE, CIVITAS instrument, European Local Energy Assistance (ELENA programme), the ongoing funding scheme for SUMPs creation in Greece, etc. In addition, in the frame of INNOTRANS project I am working on currently, we are exploring innovative mechanisms that could enhance the ability of regions to promote transport innovation. Although the project is not focusing exclusively on funding schemes, through its activities I have gained knowledge on main and innovative funding schemes such as congestion charge, municipal Green Bonds, crowdsourcing and crowdfunding, stamp duty land tax, Voluntary Capture, HGV charging schemes, Workplace parking levy, etc.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
In the frame of FLIPPER project, we had to run two feasibility studies in areas with different spatial characteristics. Then, we designed and facilitated a pilot flexible transport service with the involvement of taxi vehicles. I had to implement the common methodology approach of the project in the specific local contexts by adjusting it appropriately whenever it was needed. Similarly, in the frame of SmartMove project, we developed a methodology for the collection of all necessary information to be considered for the design of a travel behavioural change campaign. Then, we applied this approach in our case, as we were responsible for running a campaign at local level ourselves.
