Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies
E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices :
I have strong expertise on participatory methods, not only in its application but in design of these methodologies and tools. Furthermore I´ve been promoter of Bilbao Social Innovation Park (SIP)http://www.theguardian.com/society/2009/jan/07/spain-basque-co-operative-business-collective-society-social-revolution the first Social Innovation infrastructure in Europe designed for launching social innovation projects. One of the main activities of the SIP was the design of G-Lab (Gizarte Lab in basque language, Citizen´s lab), whose aim was to design public policies with citizen´s participation.
ADAPT, EQUAL, Progress and Interreg projects referenced above, where I have been involved had a similar aim and I have support local authorities to implement some of the results on new polices.
E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
Deep experience in the development of sustainable urban development projects. My studies in Engineering, industrial design and innovation allow me to analyze problems and solutions from technical and economic outlook also linked to people, their psychology or feelings (e.g. .http://ec.europa.eu/avservices/photo/photoByReportage.cfm?ref=020203&sitelang=en as example of a new way for local development and new polices design
I have worked for over 20 years in all types of projects related to sustainable urban development, from design, project execution and management of a business park for social entrepreneurs (www.socialinnovationpark.com <http://www.socialinnovationpark.com> ) , however, with the crisis in recent years the approach of sustainable urban development has changed from a system based on "heritage" to an approach in which it seeks to activate economically a municipality or a region. With this new approach, I have extensive experience working for municipalities and regions. Examples include work in Enkarterri http://www.udalsarea21.net/Noticias/Ficha.aspx?IdMenu=962e7b38-0afb-4923-ab28-976208ff08c3&Cod=81fdb31e-104b-45fc-b1e0-1c06269c1cbc&Idioma=es-ES
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
I keep me abreast of development policies, trends and funds through internet newsletters and subscriptions. Further along the years I have woven a network of contacts at national and transnational level to facilitate knowledge of any change or modifications.
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
I´ve been part of several national and transnational projects where it has been necessary to adapt tools and content to different local real situations. As I explained before, The ADAPT, EQUAL, PROGRESS, ...projects referenced above are good examples, for example in DIALOGUE project (http://www.dialogue-project.eu/) I had to work with disadvantaged people (ethnic minorities, immigrants, unemployed, …). Another type of transnational projects in which several tool and content adaptation has been necessary are Grundvit and Erasmus + projects as L-NIT, mainly because the culture, learning processes and educational systems of european counties are very different each other.
Summary Expertise:
I have strong expertise on participatory methods, not only in application but in design of these type of methodologies and tools. Furthermore I´ve been promoter of Bilbao Social Innovation Park (SIP), the first Social Innovation infrastructure in Europe designed for launching social innovation projects. EUTOKIA, teh first urban social lab placed in Bilbao one of the main activities of the SIP was the design of G-Lab (Gizarte Lab in basque language, Citizen´s lab), whose aim was to design public policies with citizen´s participation.
