Epures
Situation
The urban area of Saint-Etienne faces two big land use issues. Large economic and urban brownfields need to be recycled. In the 1980s and ‘90s, the region under-went a profound urban, economic and social crisis. In the same time, numerous new housing settlements have been developed in suburbs and in rural munici-palities contributing to attract households from urban centres.
Challenge
Important land use actions have been implemented to accelerate the recycling of brownfields in housing and economic fields. Two main challenges can be stressed:
To build an integrated land use strategy dealing with housing, economic, agriculture, transport, environ-mental and land use issues instead of having sectoral interventions To better link land use management and urban plan-ning with operational projects in order to create hous-ing and to generate jobs in urban centres characterized by quality, a diversity and a density. To find new financial resources to fund the land use strategy:
by redefining existing public budget, by mobi-lizing private funds.
Contribution
Saint-Etienne has experienced the recycling of brown-fields. A program of actions in urban renewal and hous-ing exists in the region and a master plan is being elaborated. The contributions will be: operational ex-periences, methodological advices and assessment in the design and the implementation of urban renewal actions; an Integrated Land Use Strategy at the inter-communal scale; a diagnosis of past evolutions and the integration of future trends to identify land use issues; a list of public objectives to tackle land use issues and a spatial schema declining the integrated land use strategy.
