The Epf Nord-Pas De Calais

The EPF Nord-Pas de Calais, a Public Land Agency, is a public land operator dedicated to public communities (local communities and the state). It helps local communities and intermunicipal structures of the Nord-Pas de Calais region to control their land resources and recycle their derelict spaces. It acts upstream of their development projects to provide the land needed for their implementation. The EPF is neither land developer, nor real estate developer, nor builder. The Etablissement operates within the framework of a Pluriannual Intervention Programme (Programme Pluriannuel d'Intervention, PPI) which is implemented in yearly periods. The ongoing PPI (similar to a strategic plan) was approved by the EPF's Board of Governors on 4 December 2006 and covers the 2007-2013 period. It provides for the Etablissement's continued intervention, balanced over the regional territory, through contracts (conventions) signed with local communities. The EPF chose to prioritize the development of land offer for rental social housing and the recycling of derelict spaces and polluted sites.

How ?

All along the development project, the EPF supports local communities on several aspects : 

  • Know-how, skills, control of a territory and its issues : The EPF can help the community to formulate its land strategy
  • Operational presence : The EPF supports local communities all along the land operation (as a reminder, the EPF is neither land developer, nor real estate developer, nor builder; its intervention is limited to the project's land aspect). Practically, the EPF may purchase land at the communities' request and on their behalf. After negotiating and purchasing properties, it manages the purchased land and buildings and, if necessary, takes care of rehabilitation works (demolition, pollution cleanup, earthworks, etc.).
  • Financial help : The EPF covers, on its own funds and according to the community's project, part of the costs of land purchase and rehabilitation works.
