Dzierżoniów

Dzierżoniów is a town located at the foot of the Owl Mountains in southwestern Poland, within the Lower Silesian Voivodeship. It is the seat of Dzierżoniów County, and of Municipality Dzierżoniów Established in the 13th century, Dzierżoniów is a historical Lower Silesian town that covers an area of 20.1 square kilometres (7.8 sq mi), and as of 2020 it has a population of 32.869. Unique and architecturally rich, Dzierżoniów features a central market square with elegant tenements and a town hall as well as few museums and restaurants. The Old Town is a venue for several annual events and fairs.

The town and the region became the center of Silesian textile production in the twentieth century. After World War II, the electromechanical industry started to develop and the Radiotechnical Factory "Diora" was established.
For many years its products were well known both in Poland and abroad.

The Lower Silesia region is located in the basin of the middle Oder River, with the southern part featuring the Western and Central Sudete mountain ridge.

Since a territorial reform in 1999, there are three levels of territorial administration in Poland, including regions (voivodeships), counties, and municipalities, or “communes” (urban and rural). There are 16 provinces, 380 counties and 2477 municipalities.

Municipalities, which are self-governed, are responsible for accomplishing two kinds of tasks: their own and those that are commissioned. The commissioned tasks are defined by the justified needs of the state and are commissioned by law through different legal acts.
The municipality’s own tasks include spatial order and real estate; management of town infrastructure; environmental and nature protection as; cleanliness management; education; social affairs; culture, tourism and sport in town; public order and security of citizens.

As for May 2021, there is no dedicated policy for the SDGs in Dzierżoniów, but the city has started analyzing how existing sectoral programmes map against the SDGs, such as those for social policy, education and environmental protection.

In addition, together with other communes of the Dzierżoniów county, Dzierżoniów has participated in the development of the Supra-Local Development Strategy of the Dzierżoniów Agglomeration 2030.

As mentioned above, the commune of Dzierżoniów participates in some key supralocal cooperation projects and fora, such as the Union of Communes of Dzierżoniów County (ZGPD-7) and the Integrated Territorial Investments of the Southern Functional Area. Other noteworthy territorial cooperation include participation in associations for municipalities at regional and national level, as well as the Polish network of Energy Cities, the Tourist Association of the Owl Mountains Communes and the association of a Safe Commune.

Indeed, the most important sources of information used by the city on localizing the SDGs currently comes from guidance and strategic documents from a National authority or agency, as well as participation in above-mentioned national and regional fora. In particular, the Polish National URBACT Point has been a key source of information regarding the localization of the SDGs.
