Discover New Approved Projects – Baseline Studies Available

Each project URBACT baseline study comprises three separate but related documents as follows:
1.   A 'State of the Art' paper, at European level, on the topic being addressed by the project.
2.  Partner Profiles providing an analysis of the state of play in the participating cities including the existing needs and expertise relating to the specific issues that the project addresses.
3.  A Synthesis paper bringing together the issues arising from analysis of the situation in the partner cities including needs and expertise, the European State of the Art, and drawing out and focusing on the issues or sub-themes that the project will address.

The following project Baseline Studies are already available online:

My Generation at Work: The main objective of My Generation at Work project is to promote the employability of young people in a changing labour market, with focus on enterprising skills and attitudes. The project will produce three sets of practical results: reduced drop-out and brain drain with new connections between education and work, (self) employment for young people in identified economic sectors and creation of hubs and effective multi-stakeholder partnerships in co-creation with young people. Its Baseline Study provides a good understanding of the youth unemployment issue.

RE-Block: The main objective of RE-Block project is creating sustainable high-rise blocks through social cohesion, green spaces and poverty reduction. Its Baseline Study gives an overview of the EU's efforts made in relation to the issue addressed by the project and an analysis of the state of play in the partner cities.

PREVENT: The PREVENT project was set up to find ways to reduce early school leaving - with a special and in many ways innovative, idea to better involve parents in the preventive measures. In its Baseline Study, you will find a brief overview on causes, consequences and good practice with a special focus on parental involvement.

USER: The USER project is working on how to make a more liveable city in a context where cities have to manage a growing cultural diversity and ageing population and should save and reduce energy consumption. Its Baseline Study gives an overview of the issues addressed by the project and an analysis of the state of play in the partner cities.

USE ACT: The USE ACT project is working on how to foster opportunities for people and businesses to settle in existing locations and avoid consumption of land, through new planning processes and partnership approaches. The Baseline Study focuses on the state of the art of the issues covered by the project, snapshot on patner profiles and a report on good practices and policy position.

JOBTOWN: The JOBTOWN project focuses on the creation of youth employment and opportunity, through a mix of long-term approaches and short-term actions. It seeks to ensure that today's youth become effective and successful members of tomorrow's workforce, thereby making our economies more dynamic, innovative and competitive, and ensuring the sustainability of our way of life. Its Baseline Study provides a good understanding of the youth employment issue and an analysis of the state of play in the partner cities.

Sustainable Food for Urban Communities: The aim of this project is to promote innovative initiatives for more sustainable food production/ retail and consumption in urban communities. Its Baseline Study gathers selected elements of existing knowledge, and research and policy about sustainable food in European urban communities. It also refers to internationally relevant examples. The conceptual framework relies on the analysis of the Food and Agriculture Organization (FAO) and European Commission studies especially by the Standing Committee on Agricultural Research.

4D CITIES: The 4D CITIES project addresses the local governance process on boosting innovation in the health sector in order to foster productivity growth, competitiveness, economic development and improving the quality of its citizens. Its Baseline Study provides the aims of the project, the state of the art (EU policies on smart health; local governments and health; citizens as co-producers of their health; smart specialization, skills and economic growth) and the partner profiles.
