CLLD Lisbon - Integrated Action Plan

02 October 2018The CLLD Lisbon Network - Community-Led Local Development aims to develop effective models of local co-governance of the city that favour the implementation of actions articulated between the social, educational, cultural and economic sectors to promote inclusion and social cohesion, employment and education in disadvantaged areas in the urban context of the Municipality of Lisbon. Those urban areas are called BIP/ZIP – Priority Intervention neighborhoods. The Local Strategy of Development (LSD) general objective is to contribute to the reduction of the socio-urban fracture identified in the city of Lisbon, through three strands: 1) Increase in employment levels and stimulation of local economy; 2) Higher levels of school qualification; 3) Reduction of generational poverty
With our participation in the Interactive Cities Urbact Project, CLLD Lisbon Network became more aware of the relevance of communication process as a critical factor of success and the need to reinforce tools and activities to reach citizens. However, we realise that participation of low income and vulnerable population is still lower than the population mean. That’s why the main propose of our Integrated Action Plan is to use a digital and Collaborative Governance platform to increase participation through action in specific communities (BIP/ZIP neighborhoods) and reinforce our communication and activities with one community as pilot test. We will start to plan local activities with partners from the ULG that are interested or based on the tested community and have established bonds of trust with the community. During the definition of a plan with the stakeholder and the community, the Collaborative Governance Platform will be integrate as a facilitator.
As main goals we establish to:
- Setting a Strategic Communication Plan to activated BIP/ZIP residents participation
- Setting a pilot test with the new Collaborative Governance Tech Platform using open source platforms – ex. Decidim https://decidim.org/ a free Open-Source participatory democracy for cities and organizations.
- Close Agreements with partners and ULG
- Implement the pilot test
- Design a Program Participation inspired by models as Conférence de Citoyens or Participedia making use of the platform.
- Ensure ULG involvement
- Assessment of pilot test
All activities are expected to be completed by March 2020.
