E.2. Knowledge on integrated approach for the design, delivering, monitoring and evaluation of urban strategies/policies:
The various dimensions of urban life – environmental, economic, social and cultural – are interwoven. Success in urban development should be achieved through an integrated approach. Measures concerning physical urban renewal must be combined with measures promoting education, economic development, social inclusion and environmental protection. Strong partnerships between local citizens, civil society, the local economy and the various levels of government is a pre-requisite. Such an approach is especially important at this time, given the seriousness of the challenges European cities currently face. These challenges range from specific demographic changes to the consequences of economic stagnation in terms of job creation and social progress, and to the impact of climate change. The response to these challenges are critical for achieving the smart, sustainable, inclusive society envisaged in the Europe 2020 Strategy
E.3. Awareness of the main policy and funding schemes for sustainable urban development at EU and national level:
The European Regional Development Fund (ERDF) supports sustainable urban development through integrated strategies that tackle the economic, environmental, climate and social challenges of the urban areas. EU Member States need to use European Social Funds (ESF) in synergy with the ERDF to support measures related to employment, education, social inclusion and institutional capacity - To foster new and innovative solutions in sustainable urban development the ERDF supports innovative actions to support urban development - The Integrated Territorial Investment (ITI) is a delivery mode to bundle funding from several priority axes of one or more operational programmes for multidimensional and cross-sectoral interventions. An ITI is an ideal instrument to support integrated actions in urban areas as it offers the possibility to combine funding linked to different thematic objectives, including the combination of funding from those priority axes and operational programmes supported by the ERDF, ESF and Cohesion Fund - Under the European Territorial Cooperation (ETC) objective, the exchange and learning programme for cities will continue to provide them with networking opportunities in order to share and develop good practices in urban development
E.4. Ability to understand specific local situations and adapt tools and content to different local realities:
Support has to be given to the reinforcement of a "structural" involvement of cities in EU policy making, e.g., cities as part of advisory groups, biennial urban forums, etc.; - required the adjustment of EU policies, including concrete priorities, to better respond to urban realities, e.g., setting policy priorities that are meaningful for cities and urban contexts, etc.; - rethinking of EU policy delivery to better reflect cities’ role as implementers of EU policy, e.g., a focus on two/three major societal challenges, such as CO2 reduction, climate adaptation or inclusion, to be addressed mainly through urban policies and by cities, etc.; strengthened coordination of EU policies directly or indirectly impacting on cities e.g., an urban Europe 2020 coordination platform, urban impact assessment, etc.; - better articulation and coherence between EU, national and local level policy making e.g., a strengthened role given to the intergovernmental cooperation on urban development, etc.; - better monitoring of cities involvement and use of European funds, especially European Structural and Investment Funds; - Using macro-regional strategies as a model for how an EU urban agenda could be conceived and implemented; - Strengthened and more coordinated knowledge-base, networking and learning (especially with regards to the Reference Framework for Sustainable Cities (RFSC), the URBACT city networking programme, the ESPON programme, the Joint Research Centre (JRC), the European Environmental Agency (EEA), Urban Europe Joint Programming Initiative, etc.).
