CARD4ALL HOT TOPICS

In order to reinforce its focus and study more in depth some of the thematic issues involved in the transferability of the solution, the project through its Lead Partner has decided to engage an Ad-Hoc Expert, Eurico Neves that has as main task to identify and research about the challenges of adopting a Citizen card System and ensure its sustainability in the future.

Nowadays a City card can be considered as much more than a card. It validates its holders as full-fledged participants in local civil society, regardless of their status. In addition to serving practical goals, identification city cards also have a symbolic importance as a sign of membership in the community – as such they can play a role in the ‘feeling of belonging’, help in talent attraction, facilitate inclusion and retention of, e.g. migrants or refugees.

There are certainly several reasons for adopting City Cards, but there are also several challenges involved in the process. The Card4all Transferability Study, prepared by the Lead Expert of the project Miguel Sousa, listed the main of these challenges, which are presented below grouped by categories:

• Technical issues: IT integration; use of new technologies (blockchain);

• Legal issues: adequate legislation; privacy & data protection;

• Operational issues: governance models; procurement of services; business models

• Sustainability issues: interoperability with other cities; gamification.

At the Clermont-Ferrand meeting on 27 November, and during the session animated by the Ad-Hoc Expert, the partners have selected 3 among the topics above to be further explored by the Ad-Hoc Expert and to be presented in a ‘Position Paper’ that can help city officers in the transfer of the Good Practice.

The 3 selected topics are:

- Privacy & Data Protection

- Interoperability

- Gamification (also considering the use of new technologies)
