Call for support to the re-organisation of the URBACT Secretariat

21 December 2021In the framework of the next prgramming period (2021 - 2027), URBACT is looking for a management consultant to support the re-organisation of the Secretariat staff structure.
As part of the developments for the future programming period, the URBACT Secretariat is looking for the provision of management consulting to review the URBACT Secretariat current organisation and to make recommendations for improvement and re-organisation if and where necessary.
Objectives
- To review the overall organisation (units) of the Secretariat in the perspective of URBACT IV
- To make recommendations in view of improving the functioning of the Secretariat
Tasks
- Review the current organisation, roles and responsibilities – interviews with team members, heads of unit, director – mapping of tasks
- Analysis of the findings (what works well? What doesn’t work so well?)
- Make concrete recommendations for the organisation of the URBACT IV Secretariat, in particular on the following points:
- Division by units: tasks repartition, units’ size, coordination between units, etc.
- Internal organisation of units
- Evolution in job descriptions when appropriate
- Communication in the team
- Coordination and management
The revision of the organisational structure must take into account:
- the budgetary constraints
- the number of staff limitation
- the new needs linked to the new programme (EC regulation)
