Call for expertise to evaluate URBACT programme's carbon footprint

The URBACT Secretariat is looking for a service-provider to calculate its carbon footprint for 2019, for a baseline study. The carbon footprint is understood here as the total amount of greenhouse gases (including carbon dioxide and methane) that are generated by the activities of the programme.

For this evaluation the reference date will be the year 2019 being the one before the outbreak of the COVID-19 pandemic that adequately represents the ‘traditional’ scope of URBACT activities (although as indicated in part C, some major activities such as the City Festival last took place in 2018). The service provider will identify the scope of the activities to measure, if necessary segregating into different phases if all the data is not readily available in the short term of this contract. URBACT envisages that the large part of emissions is generated through travel (of programme secretariat, project partners and other programme bodies), which has been largely replaced in 2020-21 with online activities. This has impacted on the quality of the cooperation from both the project partner and programme perspective, which also needs consideration in the analysis.
