Call for Applicants: Design and delivery of ‘Local Pact for Deprived Neighbourhoods'

The URBACT III programme offers new tools for cities in the programming period 2014-2020.  Through the programme Capitalisation activities, urban players beyond the partners of URBACT III networks will have access to the knowledge and good practices gathered within URBACT. In particular, URBACT’s involvement in the Urban Agenda for the EU partnerships ensures that cities voices are heard in the framework of this multilevel governance tool.

The capitalisation action ‘Fight urban deprivation: a local pact pilot’ is URBACT’s contribution to the Urban Poverty Partnership action plan (see Annex 1: Urban Poverty Partnership Action Plan – Action 7). It takes the experience of URBACT cities dealing with deprived urban areas and couples it with the multilevel governance approach of the Urban Agenda to test how cities can work with national and other levels to more effectively tackle the issue of urban poverty (see Annex 2: Fight urban deprivation: a local pact pilot).

The URBACT programme is looking for two experts with complimentary skills:

1) in the field of developing multilevel governance strategies for cities with deprived urban areas; in particular with expertise in State-City contracts

2) in the field of transnational peer-review processes using the URBACT method


TASKS

While we expect the two experts to work closely together, one will focus more on the analytical work linked to setting up and monitoring local pacts; the other will focus more on the process of organising peer review processes and the policy lab organisation.

Expert 1:

  • Map national systems to identify which ministry, and other body like Managing Authority is relevant for the action (with the support of National URBACT Points)
  • Set-up in each country a National Support Group (NSG), formed from people representing all relevant levels (with the support of National URBACT Points)
  • Analyse the Local Pact and identify distinct elements to form basis for policy labs
  • Feed outcomes of policy labs into framework guidelines for setting up local pacts
  • Participate in meetings to present activity to relevant partners (Commissariat Général à l'Egalité des Territoires, European Commission)
  • Make recommendations to national groups about adjustments

Expert 2:

  • Organise 3-4 policy labs with all national groups participating
  • Conduct policy labs with peer review process
  • Feed outcomes of policy labs into framework guidelines for setting up local pacts
  • Contribute to guidelines and policy recommendations drafting and revising
  • Contribute articles to URBACT website

  • 1 meeting in Brussels with EC
  • 1 presentation to Urban Poverty Partnership


PREREQUISITES AND SERVICE PROVIDER PROFILE

1) in the field of developing multilevel governance strategies for cities with deprived urban areas; in particular with expertise in State-City contracts
1. Consultant or consulting firm
2. Experience in the implementation of urban projects and urban integrated strategy at local level (with structural funds in particular)
3. Good knowledge of urban poverty and related policy issues
4. Good knowledge of state-city agreements such as the French or German systems
5. Knowledge of peer review method
6. Strong analytical and drafting skills
7. Fluent in English (written and spoken)

2) in the field of transnational peer-review processes using the URBACT method
1. Consultant or consulting firm
2. Expertise in URBACT programme and in particular the participatory policymaking method
3. Skills in peer review method
4. Good knowledge of urban poverty and related policy issues
5. Some knowledge of state-city agreements such as the French or German systems
6. Strong analytical and drafting skills
7. Fluent in English (written and spoken)
